Mars Treaty Organisation

The Mars Treaty Organisation, or MTO, is a intergovernmental and supranational alliance of 16 nations from both the Mars Region and The Planet Mars. The organisation was established in 2080, several years after the original MTO had ended operation.

The Mars Treaty Organisation covers a wide variety of affairs including Diplomatic Relations and Martian Defense as well as introducing new Martian laws. The MTO has rejected a common single market and so has little to do with the economies of nations however one of the key aims of the MTO is to promote trade.

Also, it has been decided that for the time being, there will be no further divisions of the MTO into a judiciary etc. seeing as it is believed that the organisation is currently too small to need such institutions.

Status

One of the key ideals of the MTO is that each nation keeps its soverignty and that no nation can be controled by the organisation. Member nations have control of the organisation and power cannot be transferred from any nation to the organisation without the agreement of that state. This structure means that nations can benefit from the MTO without having to give up any national sovereignty.

There has currently not been an agreed constitution for the MTO but, during the recent Election Campaign, Secretary General Alutia said that he would explore the possibilty of creating one.

Current Issues

A major issue at the moment is Off-Worlders making colonies on Mars. One side argue that Off-Worlders (nations not in the Mars region) should not be subject to the rules set forth for Martian nations to claim space and that they should only be allowed small spaces of land. Another side to the argument is that the MTO should have no bussiness in the placing of land in Mars.

No decision has currently been reached on this issue but it is believed that a vote will be taken on the issue.

History

Attempts to start a Martian Alliance began in 2054 with the Council of Mars. The council was brought together after the start of the "Trench Coats Conflict", in which Alutia was invaded. The council was rarely attended by all member nations and soon the council fell into disarray with nations agreeing on issues without telling other nations. The council failed to help the people of Alutia and a complete Alutian invasion was only stopped by the arrival of the UNSC. The council was soon disbanded in 2055.

The next attempt for an Alliance was in 2075 when the original Mars Treaty Organisation was founded. The Organisation had 11 members but a lack of organisation forced the Organisation to end causing several Martian leaders to resign and a Diplomatic crisis looming over Mars.

Since two alliances had failed, any hope for a third was almost impossible however in 2079, the Mars Diplomatic Forum was opened and several nations including Alutia, Kyrellia, Nerrethans and the United States of Mars investigated the possibility of re-starting the MTO with the facilies available at the Forum.

The new MTO was founded in 2080 with special council chambers being set up in the Mars Diplomatic Forum. the United States of Mars took up position of interim Secretary General and was able to pass through a bill to start elections for the MTO. Later that year, Alutia won the position of Secretary General and has held that position for two terms.

Member States and Enlargement

Geography

The mars Treaty Organisation has 13 member states spread out over an area of approximatly 66,500,000km. This is approximatly the size of the European Union 16 times, the United States of America 6 times and is 3 times the size of Earth's largest nation, Russia. If it were a country it would be the largest by area on both Earth and Mars.

The largest country in the MTO is Kyrellia which makes up almost 20% of the MTO's area. The MTO has land borders with 11 non MTO countries.

Since its inception with six countries, seven further states have joined the organisation:

MTO Secretary General

The MTO is headed by the MTO Secretary General who oversees affairs and administers the organisation. The MTO Secretary General is elected for a 1 Year (which is 3 RL Months) Term by other MTO members. The current MTO Secretary General is Alutia. The MTO Secretary General has the power to call a vote to eject a member from the organisation and also has the power to select members for key positions.

MTO Resolutions

Any member of the MTO can make a proposal for a resolution or policy. Any proposal is given 7 days for MTO members to vote on and is then either passed or rejected. Below are a list of MTO Resolutions.

The Passports Act.

• Resolution declares that all citizens of MTO nations have the right to travel into another MTO country by only showing their passport.
• The resolution can be over-ruled during times of emergency or crisis.
• MTO Nations still have the right to reject anyone from entering their nation at any time and for any reason.

Since the MTO is an alliance of nations who trust each other, it would only make sense for all MTO citizens to not have to go through as much paperwork and hassle when going into other MTO nations. Just showing a passport, proving MTO citizenship, would be enough for a citizen to get through. Any nation would still have the right to reject anyone from entering their country.

SO, the question: Should MTO Citizens only need to show a passport to enter other MTO countries?

The Borders Act.

• Every nation under 500 million in population will be given a standered 5 squares of land.
• For every 100 million in population increase one square will be given.
• After a nation reaches 2 billion they will only be given one square of land for every 500 million in population
• MTO membership does not effect how you recieve land.

With the creation of a new map of Mars I got to thinking that my population which is over 1.5 billion would be very crowded in a 9 square area and also noting that there is more than half of Mars un claimed.

I am proposing that since much of the land of Mars is unclaimed that all Mars Residents should be allowed to acquire more land, whether it be on land or sea.

(1) A system of giving out land will work like this. Every nation under 500 million in population will be given a standered 5 squares of land.

(2) For every 100 million in population increase one square will be given.

(3) After a nation reaches 2 billion they will only be given one square of land for every 500 million in population

(4) Regardless of whether or not you are in the MTO does not effect how you recieve land.

The Election Act.

• Resolution decalares that the members of the MTO will vote on the position of MTO Secretary General at a specified time.
• The position of MTO Secretary General and UN Regional Delegate cannot be filled by the same nation
• Terms will last a maximum of 3 months.

In the past month we have come a long way, in the forming of the new MTO amongst other things. The question is, do we go to the next level?

The next level is voting for a key position:

MTO Secretary General

The role of MTO Secretary General is basically an administrator. They would we given Moderator power over the MTO board (like the UN Delegate is Moderator of the Senate board). Their job will be to update MTO information, to update the Proposal Queue etc. They would basically do the jobs which I (United States of Mars) have been doing in the past few weeks. Voting for this role would have a one week election campaign, starting whenever the MTO Secretary General wants but within 3 months, and at the end of the campaign, people would vote in a poll.

I think that by doing this, we would not only bring some excitment to Mars but this also bring some variety.

The Defense Act

• A defense force will be created for the protection of Mars.
• The Confederate States of Allanea will pay half the cost of the force and the rest of the sum will be payed equally by MTO members.
• The MTO Secretary General will have control of the force.

1.The Martian Treaty Organisation will authorize the creation of a Mars Defense Force, which will consist of the crews and equipment of:

a) Twenty cruiser-class, and 100 corvette-class combat spacecraft.

One hundred [100] ground-to-orbit turbolaser cannons spread throughout the surface of the planet.

c) One hundred [100] ground-to-orbit ion cannons spread throughout the surface of the planet.

d) Ten [10] orbital defense platforms orbiting the planet.

e) 1,000 system defense interceptor space fighters.

2. The MDF will be used to defend MTO members when attacked, and will be under the control of the MTO secretary.

3. The MDF construction costs will be limited to 20 billion Universal Standard Dollars. The Confederate States of Allanea will pay half of the sum, and the rest will be paid for equally by other MTO members.

The Transport Act.

• A transport system will be created to connect MTO nations.

In order to increase trade and commerce within the nations of the MTO I believe that we should create a Mag Lev system extending throughout all of our countries. The Mag Lev would have 4 lanes two going in either direction one dedicated to civilian travel and one devoted to freight. The project would be subsidized by the MTO and could be converted to link up to the current mass transit systems of individual nations.
