Charles Melvin Horace Durant Boen was born on November 11, 1862 in Royes, Popeleoma Del Signe and died on November 12, 1931 in Hell's Pass Hospital. He served on the Duma and also as a Politiburo aide. He became speaker during the first world war years and pulled the country through Hardship and suffering. He was also the first member of the Liberal party to be elected as Speaker. Another liberal member wont hold the seat until 1967 with Guido Goldmein
