Overview
The Borderlands of the political 'nation' known as the Mercenary Citystates is comprised of numerous small cities and towns, remarkable for their complete absence of social welfare. The hard-nosed, hard-working, cynical population of 11 million are governed by numerous mercenary groups though regularly face their absolute ruler, natural law, daily.
The lack of any true national government leaves the cities and towns that make up this region to govern themselves. With most of these nations prospering from wars outside their borders, the governments of the individual cities usually are comprised of numerous rich yet ruthless dictators. What corrupt government does exist juggles the competing demands of Law & Order, and Defence. No income tax rates exist for the most part however fees charged for services conducted by the governments in power of the numerous city states within the region average out to around 18%.
Elections are pointless since whoever wishes to impose their will upon the masses need only the most powerful weaponry to do it. Crime is a serious, almost thriving regular occurance within most cities in the 'nation'. Mercenary Citystates's national animal is the racoon, which rummages through whatever it can find to survive - much like the masses within the borders of the 'nation'.
