The Horvathian Free States of Mulhollandgradia (CSM) is a confederated parliamentary constitutional protectorship. Thirteen states, distributed throughout nine republics, comprise the confederacy. The thirteen states are Vinchensa City, Richardsonton, Cardinal Jacksonville, Stalintown, Katharina, New Mulhollandgradia, New Salvador-Horvathia, Achmedia, Sector D, Bradonia, McHOPEA, Dei Glorium, and Raelia. The nine republics are: Mulhollandgradia, Pan Horvathia, Western Gunder, Ingenuus, Christian Communism, the Taylorian Islands, Tinashappyplace, Western Harai, and the Isle of Rae.

Mulhollandgradian Legislative Decisions

Parliamentary Acts of the United Socialist States of Mulhollandgradia

1 - 7/27/05: At the first session of Parliament after the Workhorse War, Paul Christopher Richardson, Jr. was elected Chancellor and HORVATH II was confirmed as the Lord Protector of the United Socialist States of Mulhollandgradia.

2 - 7/28/05: The Parliament issued an advisory opinion that HORVATH II's religious significance is equal to that of his father HORVATH I.

3 - 7/28/05: The Parliament passed a resolution agreeing to join the United Democratic Communist Party on a vote of 310-290.

4 - 7/29/05: The Parliament authorized independence for the United Socialist States of Roonsburg, with reservations regarding foreign policy and the USSM's military bases on the vote of 251-249.

5 - 7/29/05: A Constructive Vote of No Confidence replacing the coalition government of Chancellor Paul Christopher Richardson, Jr. (CP-LSP) with a coalition government led by Chancellor KATHRYN (LSP-HSUP) occured on the vote of 251-249. [NOTE: KATHRYN's portfolio of the Foreign Ministry was transferred to former CP member and current leader of the HSUP, Raoul Rossi.]

6 - 7/31/05: The Parliament authorized referendums in all of the administrative regions regarding independence from the United Socialist States of Mulhollandgradia. First, there would be a referendum on sucession, than if unsucessful there would be one about increased autonomy.

7 - 8/1/05: A resolution agreeing to respect the perpetual independence of Tinashappyplace (which had just voted for sucession overwhelmingly [93%] and declared formal independence) was defeated 70-429-1 Not Voting (Achmed the Snake)

8 - 8/2/05: A comprehensive law providing for the the transfer of 1,000,000,000,000 EGUs to the USSRoonsburg, the renaming of Mulhollandgrad as Vinchensa City, and the re-annexation of Tinashappyplace for the countries already proven inability to lead was passed 429-69-2.

9 - 8/3/05: A constitutional ammendment providing for the renaming of Salvador-Horvathia as Horvathia Augusta and the granting of independence to it with no restrictions on its foreign policy was passed 429-69-2 (securing the necessary two-thirds majority required for constitutional ammendments).

10 - 8/3/05: Chancellor KATHRYN authorized Order 52084, which yielded full adminstrative and executive powers to the HORVATH for one minute. It was used primarily to implement the constitutional ammendment passed the day before.

11 - 8/3/05: Raoul Rossi was confirmed as Chancellor 250-249-1.

12 - 8/4/05: Parliament voted to abolish the death penalty in all political divisions of the United Socialist States of the USSM and the People's Army on a vote of 250-249-1.

13- 8/8/05: Parliament elected Raoul Rossi Chancellor on the vote of 325-175.

14 - 8/8/05: The Comprehensive Electronic Grain Unit Act was passed 464-25-1. This provides for the establishment of ten federal cities (in addition to Vinchensa City) where all Mulhollandgradians must live. It revises the amount of EGUs issued to the average citizen of the USSM from the curent GDP per capita to 75 EGUs (adult) or 52 EGUs (minor). It provided incentives for the average Mulhollandgradian to grow their own food.

15 - 8/15/05: The Democracy in the USSM Act was passed 348-150-2. This provided for the direct election of mayors for federal cities and the capital. These mayors would be directly responsible to their regional administrator, who in turn would be directly responsible to the Minister of NUBOS Implementation. Further, voter protections were implemented.

16 - 8/16/05: The Parliament authorized a constitutional convention 500 - 0. Its purpose is to convene in order to legalize the dissolution of the United Socialist States of Mulhollandgradia and authorize the creation of a new country the Confederate Sociocracies of Mulhollandgradia.

Parliamentary Acts of the Confederate Sociocracies / Horvathian Sociocracies / Horvathian Free States of Mulhollandgradia

1 - 8/17/05: At the first session of the Horvathian Parliament, James Summers was confirmed as NUBOS Minister on the vote of 99-0.

2 - 8/17/05: The Horvathian Parliament authorized a tax reduction 54-45. The tax reduction was funded by requiring all recipents of state health care to have proper vaccinations. Further, the Horvathian Parliament passed a resolution supporting future tax cuts 90-9, provided that they are paid for by military reductions and unilateral nuclear disarmament.

3 - 8/18/05: The Horvathian Parliament voted 99-0 to move the capital from the Sociocracy of Vinchensa to the independent city-state of Horvathia Augusta.

4 - 8/18/05: The Horvathian Parliament voted 45-54 to defeat a proposal to transform Western Harai into a international prison colony under Robert Saturn. Harains would have been allowed to freely feed throughout the prison colony.

5 - 8/19/05: The Horvathian Parliament voted 90-9 to authorize a tax reduction of 26% (from a 100% to a 74% tax rate) for the people of the Confederate Sociocracies of Mulhollandgradia. As a condition of the tax cut, military spending would be substantially cut over the next four months. This was done in order to give individual citizens and the constituent sociocracies more freedom to control their own lives.

6 - 8/19/05: The Horvathian Parliament passed 54-45 a resolution calling for the army of the CSM to be cut in half and for all of the confederacy's nuclear weapons to be unilaterally dismantled. The resolution was non-binding.

7 - 8/19/05: The Horvathian Parliament voted 72-27 (opposed by the Communists, CCSUP, & HO-SUP) to authorize the privatization of all businesses not deemed essential to the welfare of the citizenry, the state, or NUBOS. The Sociocratic Consulate was granted full authority to implement this directive. The Sociocratic Consultate, in turn voted 8-3 to grant the authority to implement this decision to the NUBOS Minister, James Summers.

8 - 8/19/05: The Horvathian Parliament voted 54-45 to half the active duty strength of the army of the Confederate Sociocracies of Mulhollandgradia. It further voted to tranfer control of the national guard to the constituent sociocracies of the confederacy. Each sociocracy is expected to maintain a sociocratic guard of 0.1% of the national population.

9 - 8/20/05: The Horvathian Parliament voted 54-45 to illegalize the use of dams and artifical irrigation. The law was designed to protect the natural environment, limit the power of the confederate government, and to provide for a tax reduction of 6% (from a 74% to a 68% tax rate).

10 - 8/21/05: The Horvathian Parliament voted 72-27 (opposed by the CCSUP & HO-SUP) to allow outsourcing privatized business jobs to members of NUBOS. The law provided for a tax reduction of 1% (from a 68% to 67% tax rate).

11 - 8/23/05: The Horvathian Parliament voted 54-45 to authorize a tax reduction of 6% (from a 67% to 61% tax rate).

12 - 8/23/05: The Horvathian Parliament voted 72-27 (opposed by the BSUP, HO-SUP, & CCSUP) to amend the constitution of the Confederate Socialist States of Mulhollandgradia, to include the Horvathian Duties. The amendment passed the Horvathian Consulate 8-3.

13 - 9/3/05: The Horvathian Parliament voted 54-45 to eliminate the federal army reserve. Funds were allocated to allow for military conscription on the sociocratic level, as a step towards a true militia system.

14 - 9/4/05: The Horvathian Parliament voted 99-0 to approve a constitutional amendment to change the number of members in the Parliament to a statutory number of 100 members, regardless of the number of Sociocracies, and to have elections on the first day of every year. The Sociocratic Consulate approved the measure 12-0.

15 - 9/8/05: Prime Minister James Summers failed a vote of no confidence when the Horvathian Parliament voted 90-9 to express their dissatifaction with the administration. James Summer's immediately asked HORVATH II to allow new elections. HORVATH II agreed. New Elections are scheduled for September 17, 2005.

16 - 9/24/05: The Horvathian Parliament voted 80-20 (opposed by the HSUP & CP) to pass an amendment adding the Horvathian Liberties to the Constitution. The amendment passed the Sociocratic Consulate 13-0. It then selected a Foreign Minister, a Defense Minister, an Environmental Minister, and a Chancellor of the Exchequer, before disbanding until the next election.

17 - 11/11/05: In a special constitutional session, the Horvathian Parliament voted 78 - 22 (opposed by HO-SUP and the Greens) to approve a constitutional ammendment merging the five free states located within the republic of Mulhollandgradia:

3 - Jacksonville, Mulhollandgradia

4 - Stalintown, Mulhollandgradia

5 - Katarina, Mulhollandgradia

into a new free state contiguous with the historic polity of Mulhollandgradia. The new free state would be called Katarina in commemoration of Chancellor KATHRYN, considered the founder of the modern free state movement. The new Premier would provisionally be the current Premier of Katarina, Mulhollandgradia. However, none of the current Premier's would lose their cabinent positions and would be allowed to maintain them until they were removed from that office by the Horvathian Parliament.
