The Murder and Manslaughter Laws proposal was submitted by Adolf Barham and aimed to create laws against murder and manslaughter. However, the wording of the original infamous proposal actually illegalised (along with murder and manslaughter)the death penalty, abortion, euthanasia, duelling, suicide, arguably IVF and to put the cherry on top, it illegalised war. So basically, any killing for any reason was illegal. Wow.

It is also famous for being the first ever proposal to reach quorum and then (due to some nations telegramming the delegates who approved it telling them all the flaws) went back below quorum. It would have been interesting to see what would have happened because despite being friday 20th, it went back to saying that the proposal ends on Wednesday 18th. However, the author then asked the Moderators to withdraw his proposal, and thus it was deleted.

There were two other improved murder and manslaughter Laws proposals that both almost reached quorum (I think delegates were put off after the horrible attempt of the first proposal), before the author decided to give it up.
