Myocardia, officially the Scientific Republic of Myocardia, is a nation located in the region Science. It is noted for its comprehensive education system, its researchers' contributions to science and its high standard of living. Myocardia is often criticized for its heavy subsidization of industry and for what some call its irresponsible environmental policies.

Government and Politics

Myocardia's constitution establishes it as a deliberative participatory democracy. All citizens aged 16 or older have the right to vote, and any citizen aged 21 or older may seek elective office.

Legislative Power

The National Congress

At the national level, legislative power is vested in a unicameral National Congress, consisting of one Representative for every 5 million voting citizens. At present, there are 338 Representatives. Every five years, when the National Statistical Service releases census data, districts are redrawn to account for new population data. Representatives serve for five year terms and elections are staggered.

Unlike in many other republican systems, Representatives are not generally free to vote however they like after being elected. Instead, they are bound by the wishes of their constituents. The following is a summary of the lawmaking process in Myocardia:

  • The National Congress convenes on 15 January. Representatives may propose legislation until 1 February.
  • Proposed legislation is formally debated in Congress from 1 February through 15 March. Debate is televised live as well as being available to the public in transcript and on DVD.
  • During this time, citizens are encouraged to educate themselves about the issues, discuss them with others and adopt positions on them.
  • From 1 April to 7 April, the National Statistical Service polls random samples of adults from each district about each piece of business before the National Congress.
  • On 10 April, Representatives lodge their votes on each piece of legislation, according to polling data from their district.
  • This is the Spring Legislative Session; the process is repeated in the Fall Legislative Session from 15 September through 10 December.

Representatives are permitted to vote against polling data if one of the following is true:

  • The difference between "yes" and "no" responses (or whatever the relevant options are) is within the poll's margin of error.
  • More than one third of poll respondents report no opinion.
  • A national emergency, as declared by the prime minister, requires Congress to act before polling data can be collected.

With a population of over 2.1 billion, Myocardia is its region's eighth largest nation (out of a total of twenty four). English is spoken by most residents and all citizens. Other major languages include Spanish, spoken by 38% of Myocardials and mainly in the southernmost provinces, and Purkinje (pur-KIN-gee), an indigenous language, spoken by 3% of the population.

Myocardia has no official religion, and there are strong legal and cultural barriers to the expression of religion in political life. Churches are nonetheless eligible to apply to the Myocardial Revenue Agency for a charitable organization tax exemption. The most recent census recorded the following breakdown of religion:
