A five-member board that makes important decisions for the New Alliance Treaty Organization, or NATO. Duties include membership admission, ejection, and general alliance affairs; all go through the NATO congressional board. Original members appointed by the founders Automagfreek, Sigma Octavus, and Celack were as follows:

Sometime around September 2004 The Zoogie People resigned, with a fifth member to be appointed. In late 2004, the CB was disbanded and replaced with the democratically elected Council of 12 (C12). This council is joined by the NATO General Assembly made up of all members. With this, NATO has a bicameral legislature and an elected Presidency.
