History

National Commonwealth, officially, the Prix-Financier Republic of National Commonwealth, was established on January, 1, 1705, as the result of a trans-national constitution, transforming a loose collection of trading provinces into a commonwealth stretching well across the planet of Bonheur (which is nasely pronounced, Bo'n-Air) that is slowly expanding outside the home planetary system through colonies. The nation quickly grew into a prosperous and rather opulent world community that set its sights on peaceful expansion and growth in understanding the universe around it. Citizens of National Commonwealth are known as either "Republisains," or more commonly as "Egalitarians." National Commonwealth values peace, however, it does maintain a large network of prviately and government operated space ports and a substantial millitary under its Department of Armament.

Geography

National Commonwealth is a planet in and of itself with the addition of an expanding group of interstellar colonies. It is effectively a super gubernational body which represents surrounding colonies and the many peoples, cultures, states, and regions of the planet Bonheur. Aditionally, Bonheur is located within United Powers. The republic spands to areas of all nine of the planet's continents, although there are regions of the planet which denounce its rule and did not sign the constitution. Regardless, the aligned member regions, states, and provinces allow those areas representation as consuls to the Accenturium.

Being that National Commonwealth's home spands an entire planet, landscape varies greatly: from temperate forestland and rolling hills in Françaiseille, mangroves, and tropical islands, and oilive fields in the Terra Española middle latitudes, to the swing between mild and frigid conditions in Westerre.

The climate also varies greatly. Two large areas of polar climates exist, separated by two rather narrow temperate zones from a wide equatorial band of tropical to subtropical climates. Precipitation patterns vary widely, ranging from several inches of water per year to less than a millimeter.

Skyline - Verum, Federal District, RNC

• Verum, Federal District (146 million) - The capital of the republic rests in a beautiful coastal valley and is also host to the busiest commercial port of Bonheur. The Federal District which it lies is land annexed from Nord and Sur Cariña. It is the de facto business and financial capital of the world, although many of the inhabitance are employed by the government. Verum is also the center of technological advancement of Bonheur. Primera Plaza Financière, the tallest building in the world (Bonheur) is located in Verum's CBD. The Verumian climate is temperate and the beaches are to die for, however, the stringent Verum building code mandates that all structures built within the Federal District have tri-layer nuclear blast and irradiant shielding for safety purposes.

The Central Business District - Triantistraum, Provençe, RNC

• Triantistraum, Provençe (227 million) - This major business and financial center is notable as a totally autonomous and independent city on the continent of Françaiseille. It is located in the state of Provençe and the region of Valencia, but has direct representation in the National Accenturium, the government of PFRNC. Here lies the Triantistraum Stock Exchange and the Rue Boursai (Bourse Street), principal financial institutions of PFRNC. Triantistraum's climate is similar to that of Verum as it lies on a coast, however, freak shifts in the tilt of Bonheur's axis sometimes result in frigid temperatures. The climate is expressed in the architecture of the region.

Economics

The Republic prides itself on economic development. It pains the leadership to see anyone out of a job, or dying from illnesses out on the street. This is, however, a result of their own laziness, which is the commonly held belief towards poverty in PFRNC.

Businesses and organizations within PFRNC implement a variety of technology. The levels of technological development spread across the globe are as varied as the many peoples and cultures themselves. Consequently, National Commonwealth considers itself a multi-tech nation.

Government

National Commonwealth has a peculiar form of representative democracy that developed out of a number of wars, treaties, and compromises. There is no one commander and chief, but an oversight committee called the Effective Council which must sign off on all legislation to be enforced by the executive branch or make decisions in regards to the stationing of troops. The Premier is always chair of the Effective Council. Today, PFRNC government stands as a system of popular sovereignty that has given the nation hundreds of years of stability with minute changes. As a federal republic, the PFRNC national government has supremacy over the provencial, regional, state, and colonial governments.

• The Auditing Branch - This peculiar branch of government serves to check the power of every other branch, however, its power can be checked by the Supreme Court of the Republic. It forms the Effective Council, commonly known as "the directorate," made up of 50 members from every other branch of government, the three house Axiome, all colonial and non-aligned consuls, and 15 members from the world community at-large. All legislation must be approved by the Effective Council before being enforced and the Premier, as its chairman, sets the agenda. Millitary decisions are not the responsibility of the Premier, legislative or executive branch, but of the Effective Council. Council elections, including the Premier are held at four-year intervals and 15 of the candidates must come from low socio-economic backgrounds and not have held a previous government position. Campaign financing is by law provided by the state although campaign contributions are not illegal.

• The National Chamber État-Provinciale - Voted into office by 17+ citizens. Five of these members represent each of the 209 provinces and states of National Commonwealth and serve 3-year alternating terms. (1045 Seats)
• The Senate of the Republic - Voted into office by 17+ year old citizens of universal gender. These members serve 10 year staggered terms. There are 10 members representing each of the 9 continents and 1 member from each of the ten largest interstellar colonies of National Commonwealth. This organization allows views from the most potent political movements and interplanetary issues to be brought to the forefront of legislative power. Those who serve in this elite chamber are responsible for maintaining prudent will over radical change as a final clearing housing for all legislation before it goes to the Effective Council to be further debated. (100 Seats)
• The Regions House - Voted into office by 17+ year old citizens of universal gender. Serve as "voices" for the regions of National Commonwealth (2 from each of the 69 regions - which are comprised of 3 states/provinces and 1 for the independent Federal District). These members have 6 year alternating, terms and incumbents almost always remain in office. The oldest member of the Regions House has been serving since its inception. (140 Seats)

Note - Unlike a standard "bicameral" legislature, the Accenturium's "tricameral" system does not explicitly require that all houses agree on the same bill. Once a bill is introduced in one house and passed, it must be endorsed by only one other house before it goes on to the Auditing Branch (Effective Council) to become law. If the houses of the Accenturium vote for various changes to wording on the same piece of legislation, their changes are sent with the bill to the Auditing Branch for arbitration and streamlining which will result in a single law. Having three chambers function in this fashion allows for more legislation to be generated at a quicker pace, so that debates in one house do not hold up other important matters for the rest of the republic.

Millitary

Millitary service is viewed as an extremely honorable and necessary feature of discipline and society in National Commonwealth. Millitary service is compulsary.

The Department of Armament commands the armed forces of the Republic.The DOA answers to the Secretary-General of the Impudence Eradication Dept. in the cabinet of the executive branch as well as the nonpartisan Congressional Committee on Offensive Action (CCOA), and most importantly to the Effective Council of the Auditing Branch. The Auditing Branch has ultimate commanding power to launch the DOA into action.

Unlike many millitaries, PFRNC's forces are co-reliant and not entirely independent from the other branches. Additionally, positions of authority in one branch are to be respected by all other branches in order to promote unity.

Millitary tribunals and courts are not permmited under National Commonwealth law, so offenders are tried in the Universal Prudence Court,based in Barcélo, Catalunya, which has primary jurisdiction on all matters not covered by civil and criminal courts.

The DOA is broken down into six branches:

• The National Commonwealth Principal Force - This branch is effectively the army of National Commonwealth and functions in the same manner as would any other sovereign army with a focus on ground operations and infiltration divisible by "units" and "airborne divisions".

• The National Commonwealth Marinaterre - This branch is responsible for the navy of National Commonwealth. The marinaterre also has an explicit responsiblity to control the massive and powerful LTFB (Local to Foreign Terrestrial Body) Transport Carriers which have the capability to move 76% of the marinaterre fleet and the entire aeormark to another planet in less than 36 hours notice. The marinaterre commands several thousand naval vessels in five regional fleets to form the Fleet of the Republic

• The National Commonwealth Aeromark - This branch is the airforce of National Commonwealth. The airforce maintains a wide and diverse range of jets and bomber aircraft, but also is in command of all attack spacecraft when they operate in an atmospheric theater.

• The National Commonwealth Universal Command - This large branch is in control of all PFRNC spaceraft and millitary might operating in the interstellar theater. It operates thousands of ships and multiple fleets while protecting the valuable interstellar trade routes of PFRNC commerce and allies. Its major operations also include coordinating milltary response by other branches. It also is responsible for all logistical planning for every branch except that of covert operations. • The National Commonwealth Covert Operations - This elite and relatively quiet branch is in control of all special operations and non-civillian covert intelligence. This branch also oversees PFRNC's numerous intricate elite batallions.

• The National Commonwealth Reserved Force - This extremely large and mostly social-oriented branch of the DOA is in charge of training and supporting all of National Commonwealth's compulsory millitary service programs. The organization also handles Veteran's Affairs and pensions and effectively represents the entire 2 billion plus population that must at some point enlist and serve in the millitary (although most will only serve 2 weeks per year and some less than a month through their entire lives).

The flag of the Prix-Fianacier Republic of National Commonwealth has two varients. The National Banner and the more common Colours Domestique. Both are official, however the National Banner is more formal, utilized by the government and has the convential abbreviation etched onto it while the Colours Domestique are commonly flown by businesses and private citizens with the short abbreviation.

The colors of the Republic are expressed in two swerving stripes; one red for the Republic and another, orange bearing four stars for the four current member nations of the United Powers. They float majestically on a blue imperial background. In the upper right corner rests the shield of the Republic, a representation of unity throughout the world. The letters PFRNC rest in the lower corner adjacent to a bright star which higlights them.

The Colours Domestique

The colors of the Republic are again expressed in two swerving stripes; one red for the Republic and another bearing four stars for the four current member nations of the United Powers, however the loaction of each band has shifted. The Republic's band of red is on the top, stressing the importance of the nation, while the region's band rests on the bottom. They float majestically on a blue imperial background. The letters RNC rest in the lower corner adjacent to a bright star which higlights them.

Language

The offical language spoken by all Egalitarians is "Franspánglisch" or Globalèsque. As globilzation and world trade spread across National Commonwealth, the three principal languages, English, French, and Spanish morphed into a peculiar language that exhibits and combines elements of each. Having many dialects, the most proper form utilized in formal government documents (Verumian Franspánglisch) looks more like French than anything else.

Due to the fact that Franspánglisch is composed of other languages, it follows the general rules for each as such (there are many exceptions):

• Courtesy and Conjunctions - Spanish

• Formal Example: Por favor, utilisez le language d'our nation por all final transactions! That's right, c'est an combination d'all three de these languages. Est-ce que vous would like to do business con nous? (Please use our nation's language for all final transactions. That's right, it's a combination of all three of these languages. Would you like to do business with us?)

• Many Egalitarians prefer to use a more un-standardized and anglisized version of the language.

• Informal Example: I plan d'mover a la nouvelle comunidad, muy riche, dans my city. Il est one de le plus amable areas that I have seen. (I plan to move to the new, very rich community in my city. It is one of the nicest areas I've seen.)

• To form a negative command or statement, you use the same system of ne...pas present in French with English verbs, however, unlike French, the "ne" is always required. "Pas" may be substituted with other descriptive French, Spanish, or English words such as (ever, any, nothing, rien, aucune, jamais, nada, nunca, etc.).

• Example: Ne talking pas! (Do not talk/No talking!)
• Example: I n'eat jamais l'brussel sprouts. (I never eat brussel sprouts.)
• Example: You have ne seen pas trash comme this before. You haven't seen trash like this before.)

Articles in Franspánglisch are "la," "the," or "l ' " depending upon the origin of the word. The article "le" is a legacy item quickly falling out of use. It has come to replace the masculine form "el" for any word with a Spanish language origin, but most words that take the article "le" can easily be substituted with "the."

• Note - "L' " has become a common abbreviation for "the" for most nouns beginning with a vowel, however it is also acceptable to use "l ' " before any proper noun regardless of a vowel's presence. It is not acceptable to use it formally for improper nouns that do not begin with a vowel, but it is seen occasionally.
