The Empire of Neboe is a huge geographically diverse nation in the central part of Equilism. The government is a representative democracy lead by the elected Inner Circle. Its leader, Circle Chair Lowski, is current Prime Minister and UN Delegate for Equilism. Neboe is active within the Alliance Defense Network.
Geography
Neboe is located near the center of the Equilism region. Neboe is a giant penninsula extending into the Ocean of Equilism. Defaultia and Adyndril boarder Neboe to the north. The center of the Neboian penninsula is dominated by a giant lake boardered to the west and north by tall mountains. The lake opens into a slow sloping coastal plain that descends slowly to the Bismarican Sea in the east. From the fierce winter storms in the mountains to the arrid heat of the southeast corner, Neboe expierences the gamut of weather. Throughout history the more temporate climate of the eastern lake shore has helped to build Jamestowne as the nations capital and largest city.
Neboe boasts a highly effective public transportation system linking the major cities to each other. The aggressive Empire Park system has set aside millions of acres of natural land for recreation and scientific study. Environmental tourism has become Neboe's fastest growing industry in recent years.

Neboe is seperated into four regions:

- Coastal Plains
- Outlands
- Northern Territories
Government
The Empire of Neboe is controlled by the Inner Circle. The Inner Circle is a council of eight elected members, two from each region. The Circle Chair is a nationally elected executive of the government. The Inner Circle nominates, and each region elects, a Regional Governor to oversee local issues. From the Inner Circle, various Outer Circle departments are used to administer the governing of the empire.
The Inner Circle is notoriously open, often holding public sessions in a specially designed arena that holds 65,000 citizens. During these public sessions citizens are afforded the opportunity to speak directly to the Inner Circle. Recently the Inner Circle public sessions have been live web cast with internet viewers able to post questions as well. Often even the "closed door" sessions are web cast or televised.
Citizens
Neboe is a steadily growing empire. The Inner Circle's focus on education and social programs has lead to a boom in high tech industry and high paying jobs. The oppressive income tax however serves to equal out the income levels. Neboe is home to a diverse population of generally socially liberal people. There is very little to no descrimination apparent in the society. Each region boasts a rich cultural heritage that is celebrated throughout the year. Though immigration and advances in transportation and communication has spread the various ethnic groups among the empire, each still holds to their traditions and honor.
