Governing Structure

The Workers State is governed using a mixed Presidential-Westminster Socialist-Common-Civil Law System using an elected People's Congress that makes laws and appoints justices of the Workers Supreme Tribunal (the ND Supreme Court). The People's Congress is bicameral, with the Politburo as an upper house and the Secretariat as the lower. Though the real lawmaking is done at the Politburo, hence the reference to civil law (written law that is promulgated becomes the law of the land specifically), unwritten rules and rulings made by the mostly Behind-the-scenes WOSUTRI ensure hat an element of common law exists. Indeed, New Dornalia's constitution is unwritten, mostly made up of a combination of traditions (American and Socialist, owing to ND's origins), legal rulings, and written law passed by the Politburo.

The head of this body is the Premier, which is appointed by the Party Council, a body made up of the numerous Party factions that decides who the Premier will be (like the US Electoral College). The Premier stays in power as long as his faction does, and the Premier has extensive powers (though his actions can be vetoed by the Politburo), including veto power, Commander-in-Chief powers, etc. In practice, the Premier has had great independence, though with democratization, he/she is now more dependent on the legislature.

The Government is officially a one-party system, New Dornalia's Communist Party being the sole legal party. Unofficially, the Ideological Factions Recognition Act permitted the organization of "ideological factions" to hold seats in the People's Congress. In other words, a multi-party system was created in one stroke, with various factions competing for seats to obtain a majority in the Congress, which translates into a majority in the Party Council.

The parties are:

-- the Democratic Coalition; Rose from and backed by businessmen, disenchanted middleclass voters and youths in areas annexed after the Treaty of Los Angeles, as well as their relatives and descendants in the colonies. The main opposition to the Progressives, they are committed to pushing New Dornalia further away from its Communist past, into a capitalist/non-Communist future. Free market, they are also pro-reform (even more so than the MacIntyreists), generally fiscally conservative and somewhat liberatarian in terms of civil rights. They also have been known to get into fistfights with the Orthodox over freedom of religion and civil rights in general. They do support the GFFA (mostly--there are politicians that do not support it).

-- the Progressive Coalition; a center party, the Party of MacIntyre. Obtensibly New Leftist/Communist, they now follow a heavily modified democratic socialist ideology so far from its roots it is known as "MacIntyreism" to its opponents and "MacIntyreist Socialism" to its followers. Committed to interventionist politics in home and abroad, they feel a mixed market-Socialist hybrid economy and aggressive foreign involvement will improve the Workers State. This has translated into support for military projects and gradual transfer to a free market, as well as a strong welfare state. Pro-GFFA. Supported by most mainstream voters of all races, ages and creeds, especially Old New Dornalians and their descendants in the Colonies.

-- Orthodox Arm; The local version of a superconservative party. Diehard New Leftist Communists, who embrace a mixture of Marxism, Maoism and Stalinism (regrettably). Pure and simple. They want a planned economy, or at the least, a highly regulated one that favors labor and Marxist ideology. They also favor a curtailing of what they see as bourgeois privelege threatening Communist ideals--that is at present, the GFFA, civil rights for minorities, freedom of religion, and allowance of businessmen into the party and free trade, all of which they see as mere distractions and fronts by the "Bourgoeis Superstructure." Favor a Unified Workers State that is purely Communistic in tone, in line with their ideology. Unsurprisingly, they are the least popular force in New Dornalia, attracting only just enough Old Communist appartachiks, armchair ideologues, and ultraradical/ultraconservative marginals to be represented.

-- Green Arm; Green Party ideologues, mostly based in Europe, Oregon and Eastern North America that joined together after the IFRA's passage. Not New Leftist/Communist, but often join forces with the Orthodox in a minority coalition as they share similar stances in terms of government regulation (which is massive regulation, though the Greens want a semblance of free marketeering.). Main issues they stand behind: environmental preservation across all planets, and committed to "Defending Civil Rights and our Health!" This has meant activism on behalf of Abhumans and others, including workers displaced by replicators, and calls for more stringent regulation of business and healthcare. They are ambivalent on the GFFA. Supported by abhumans, ideologues and college kids.

There are numerous departments in the WSND, called Commissariats, that advise the Premier and the Politburo on various matters and coordinate policy in their fields.

New Dornalia is an important member of the Galactic Federation of Free Alliances, of which it is a significant donor nation. It is also allies with the Huntarian Alliance, Xanthal (Treaty of Sapporo), and the Abh Empire.

Places of Note

Los Angeles, Earth SSR-Los Angeles is the capital of the Workers State. Indeed, it was the cradle of ND civilization for a good long time.....until first contact was made. Now, it is a hub of commerce and politics throughout the nation, home of many movers and shakers, such as the California School of the People's Acolytes.

San Diego, Earth SSR- Home to the Joint Revolutionary Command and Control Center (JRCCC), ND's General Staff, and where the Commissariat of National Defense is based.

Tovarichiigrad, Mars SSR- The Second City. Site of the People's Acolytes Academy.

Hammer and Tongs, Luxembourgia SSR- Used to be the furthest colony of the Workers State, also one of the biggest outside the Sol System. Population is rapidly growing. Is a hive city, and infamous for being nice on the upper levels, but somewhat corrupt and dangerous on the lower rungs.

Ft. Casimir Pulaski, New Territories SSR- One of the largest Cities in the New Territories. Relatively small compared to the others, it is the center of military and civil control of the area. Marshal Shinseki is based here.

Ft. MacAllister, New Territories SSR- The premier Military Reservation of New Dornalia. Military Reservations, or course, is an ND Bureaucratic term for "Forge World."

Eisenstadt, TSC-Capital of the TSC. Center of military and civil control, site of massive arms works and industrial center.

Farrellsgrad, New Monterrey SSR- Capital of the second furthest colony in the Workers State.

Hajarra, CU, New Monterrey SSR- Officially independent and under the command of the Cooperative Union, a coalition of three major local states, it is a de facto ND Protectorate. Considered the Cayman Islands of New Dornalia, as it has much more liberal banking and incorporation laws than ND has. Also home to the Dare Death Squads used by the People's Acolytes; they recruited from ex-Secret Policemen there wanted as war criminals.

Alvaria, Nova Louisiana SSR- The Capital of New Dornalia's newest territory. A multiethnic city, it is one of the major centers of trade and politics in the area. Also where the center of the People's Acolytes Shinmei School is based. Damaged during the 2nd Nova Louisianan War, it was repaired by Eternal and Light Daedra assistance, and ND Reconstruction efforts.

Andromeda, Andromeda SAR- A holdout of last resort for the ND Government, though this is not acknowledged ICly. It is home to the Space Mambo, a luxury fish that commands high prices in ND.

New Leningrad SSR- A frequent staging point for ND Military Ops, also home to the Paris Commune Shipyard, one of the biggest in ND.

Religion

Freedom of Religion is practiced in New Dornalia. 30% worship the Patriotic Church, a deified version of Communism that embraces the ideal that there is an all powerful People's Will flowing throughout existence, and that it manifests itself in the form of "Heroes of the People;" famous Communist heroes like Mao, Che, Lenin, etc. Stalin is seen as a Satan figure in this faith, as is Pol Pot. Less popular now due to the Angelic Wars and the 2nd Nova Louisianan War (which saw conflicts vs. the Daedra), which called much of its ideology, which rejects a heaven and hell, into question.

A variation of the above faith is embraced by Force users in ND, who have joined up as the "People's Acolytes;" a force of Neutral Force Communist Jedi. They have a much different ideology now, however.

45% practice Christianity. Predominate forms are Baptist, Catholicism, Mormonism, and Abhuman Evangelist (a form of Christianity practiced by Abhumans, like catgirls and Elves). 10% are Jewish, 13% are Muslim, 2% are other religions.

Culture of the Workers State of New Dornalia

The People of ND, post Treaty of Los Angeles, are a diverse lot, with variations even among humans. The Dornalians, however, are generally raised from a Post-Apocalyptic situation; hence the Abhumans. As such, many forms of modern pop culture, such as anime, Star Wars, etc., are seen as simple myths and folktales, and cherished.

New Dornalia has some interesting artworks. Many used to be Socialist Realist in style, though recent changes are encouraging a move away from that style. Generally, artists do get some money to help finance their works (through schemes similar to US NEA Grants and other stuff), though music is our big "art" form, mainly in the form of Blues, R&B and rock, along with more traditional art housed at museums such as the National Art Hall (OOC: In RL, the LA County Museum of Art, just FTized.) in Los Angeles. Styles are mostly influenced by manga and older, pre-Apocalypse methods, and tend to be conservative, only recently beginning to experiment with styles borrowed from Kroot, Hajarran and gentegata sources.

In terms of relics, most are cultural. The Antiquities Section at the National Music Library in Los Angeles, Earth SSR, which houses sheet music and instruments belonging to great musical artists from the days before the Apocalypse and after from all over the Workers State, reportedly possesses a "Fender" guitar played by Pete Townshend. Authentication is still needed, however, and archivists and researchers at the NML are divided over its authenticity.

Also, the personal articles of General Shimura and the Founders of the State are housed at the National Museum, and treated as relics as well. These include Shimura's pistol, some manga by the founder of Old Dornalia, as well as uniforms, edicts and correspondence.

Surprisingly, there are plenty of religious structures to visit; the recent revival of religious activity in New Dornalia, plus the incorporation of parts of Earth under the Treaty of Los Angeles where the Pre-MacIntyre government's policies on religion didn't touch has led to the construction and preservation of some feats of archetecture, including St. James' Catholic Church in Luxembourgia and the Moses Mendelssohn Synagogue in Ft. Casimir Pulaski, as well as the old California missions.

Economic Attitudes

Among Californians/Old Dornalians and their descendants thereof in colonies abroad (especially among the older population), years of Communist indoctrination have given the People (at least Old Dornalians in California) an inbred distrust of royalty and a suspicion of big business, and other practices they see as "capitalist (a perjorative)," such as Christianity (it was only with the MacIntyre Administration that Freedom of Religion was instituted; he himself was a Baptist) or addressing persons as "sir" or "ma'am," as "Citizen" or "Comrade" is often a common form of address. Many can quote old Communist texts, and many are devout, religiously and Socialistically, though not as much Socialistically anymore among youths.

However, in a contradictory turn of events, many Old New Dornalians embrace the idea of small business and medium business. This has led to a form of "Restrained Capitalism" featured in the MacIntyre Administration; which allows for large corporations to exist, but puts them under control of Worker's Committees (OOC: Credit goes to Communist Louisiana, and some RL Chinese companies for this concept) or the direct command of the government, while leaving medium and small businesses unimpeded, but watched. Closed shops where people must join unions are mandatory, and only recently have businessmen been allowed to join the Party.

Culture and attitudes in the formerly non-Dornalian lands, such as the Eastern Old US and South Africa, differ from the core of Old Dornalia; many use their own forms of greeting that are easily recognizable to humans. The older generation also accepts the paternalistic policies of the Dornalian government, (especially in Old Europe and Asia), but holds much more accepting and pragmatic attitudes towards centralized government and the free accumulation of wealth/entrepeneurship.

Views on Science, Law and Order

Generally, law and order is a desired virtue; indeed, many support the broad powers of the Internal Security Bureau (though it has been softened and restrained in recent years by Premierist and Politburo action). Progressive "nanny state" measures like welfare and national health are favored, and generally, the attitude of the people is that big government that works for the people in a contract relationship (it gives them plenty of goodies, they fight for it and pay it taxes) is good.

Guns are also cherished and tolerated; this is again due to the necessity of a post-Apocalyptic landscape. In fact, citizens are even required to own a firearm and are required to be proficent in it; this is a duty which many surprisingly enjoy.

New Dornalians are also eager to embrace science, if not necessarily new ideas, an ideal formed from necessity in a post-Apocalyptic world. As a result, a new wave of scientific integration and innovation has occured, and has impacted society. Many older New Dornalians cherish old timey things and will often follow the way of "waste not want not," but get a new shiny car in their face or give them a new computer and they'll go for it. Younger New Dornalians, however, embrace the new, and though keenly aware of their traditions, are more eager to experiment and try new things, a product of prosperity and technology such as the HoloNet.

Recreation

Sports in New Dornalia are relatively primitive compared to other civilizations. Sportshooting, boxing, kendo, kung fu, and soccer are relatively popular. In addition, the rise of Mobile Suits has led to private and government attempts to begin some kind of Mobile Suit Tournament, akin to G Gundam or Battlebots; these have panned out. In addition, reports of illegal deathmatches based on a popular videogame seem to exist, but are not confirmed.

New Dornalians love booze, a thriving government-controlled prostitution business exists (where prostitutes are required to come in for physicals every month and are required to pay a cut of their earnings to the government, in exchange for very clean and comfortable "working areas."), and a pervading sense of "anime asthetics," which inflects all parts of art and society with an anime-style look, exists as well.

Recent Changes

Due to a rise in a "generation gap," many youths, even in California/Old Dornalia, are switching to more politically neutral expressions such as "sir," "ma'am," "dude," etc. Also, ideas about accumulating wealth are generally becoming similar among human youths; making money is a good thing, as long as its somewhat controlled, and can even help society. Plus, its never harmful to live a little (this has given rise to a "jet-set" society). Indeed, in a sign of recent developments in ideas and culture and politics that have led to more tolerance and acceptance for freer business (as many have become accustomed to prosperity and freedoms that have accompanied the MacIntyre Era) more people in general are going into business, as shown by the Trader-Adventurers in Nova Louisana- a development that would have been seen as parasitic years ago.

No greater case of this was the creation of the controversial Federal Economic Community, a risky manuever that provoked no small debate. While it passed in the People's Congress and led to a bill enabling the enforcement of its provisions up for vote, it also led to fierce debate in his own party and in society as well; as many people actually came out to support the Treaty as did to oppose it, and it provoked a discussion on Dornalian values and national sovereignity. Indeed, many feared the old days of altruism and controlling the "Unrestrained Capitalists" were being dumped in favor of quick cash, despite provisions for powerful antitrust measures and the retention of the Workers Committees.

Economy of the Workers State of New Dornalia

The economic system of New Dornalia is unique; indeed, some observers have noted it has a "dual economy," the product of the Socialist era. One is the present civil economy, which has been explained already in the "Economic Attitudes" section, and the other reportedly is the "Military Economy." This is used to refer to the network of state armories and defense contractors that seemed unaffected by the New Wuhan Massacre.

Reportedly, like many businesses, many use replicators on an en masse scale to produce the quantities of arms needed for the Dornalian armed forces. However, the military economy seems to operate on a mixed basis, leaning towards government planned (owing to the needs of the Armed Forces and the defense contractors with government shares). Examples of Government armories include Ft. MacAllister in the New Territories, the Karl Liebknecht and Rosa Luxembourg Shipyards on Mars and New Leningrad, respectively, and various other yards and Military Reservations (Forge Worlds used to supply the armies).
