New Rome is the capital of Pantocratoria. It was founded in 1467 by Emperor Demetrius I, and is the location of the Imperial Court of Christ Pantocrator. It is Pantocratoria's second largest city, and is by far regarded as the most beautiful city in the Empire. At the heart of the city is the Old Quarter, filled with rich homes, government buildings, spectacular churches (including the Cathedral of Christ Pantocrator), several minor palaces and the Imperial Court of Christ Pantocrator itself. Tourists interested in Pantocratoria's unique architectural combination of the clashing and contrasting styles are advised to spend a few days on their holiday strolling through the streets of the Old Quarter.

Outside the Old Quarter are comfortable, but not luxurious, suburbs, predominantly occupied by middle class professionals. Modern apartment blocks and homes are the norm here, exhibiting only faint echoes of the Pantocratorian style. The industrial areas of the city aren't encountered until the areas beyond the suburbs. When the city outgrew the Old Quarter, it was decided to restrict industrial and commercial buildings to those areas on the outskirts of the city limits, with the area in-between marked for suburban growth. These decisions, taken in the nineteenth century, have preserved the essentially seventeenth century (and earlier) character of the Old Quarter. This makes New Rome one of the most beautiful cities to visit in the world, and certainly the most beautiful city in Pantocratoria.
