The People's Army of Sicinia Salis is made up of almost 150,000, of which perhaps 100,000 are combat units. While most Sicinian combat units are part of either the 3rd Shock Army or 4th Shock Army, there are some, perhaps 10,000-15,000, which are unattached to any army. This is due either to the fact that they are on garrison or frontier duty, or are specialized to function independently of an army. Sicinia's siege artillery is likewise non-attached, and is doled out to a commander if needed.
