North Pacific is one of the the fastest evolving, democratic and friendliest regions in NationStates. One of the regions closely resembling a feeder region North Pacific's policy of accepting anyone and everyone could be a direct fallout of such resemblance.

One of the oldest regions alive, North Pacific has been through many incidents and misshaps. From Kalagan's early abusive policies, the invasions following his demise, and other, more domestice power struggles. Like the present Spanish Powers and Blame Microsoft contention.

Government

Formerly a democratically elected High Council was the sole holders of power within The North Pacific. However, a Constitution was made that re-formed the government into something resembling real democracies in the world today.

Its constitution is a relativly straight-forward and traditional document directly influenced by the compendium of Council law and North Pacific tradition.


Preamble We, the Nations of North Pacific, valuing the individual Nation and a democratic doctrine, and desiring to further it both in our own region, and throughout NationStates, do hereby ratify this Constitution for the region of North Pacific, as of this March 17th, 2006.


The Bill of National Rights

All Nations within North Pacific are sovereign entities with full rights of monocracy on domestic policies as pertaining to matters within their own nations and any satellite nations or territory subject under their own administrative jurisdiction.

All member Nations shall be guaranteed the right to free speech without adverse consequences on their membership in this region, and without censorship from within the government or other members within North Pacific.1

The participation in regional and governmental affairs shall remain strictly voluntary.

All nations shall have the right to query the government on any issue or grievance.

No Nation shall be forced to endorse another unless they have voluntarily enlisted in a government sanctioned defense force, and their right to endorse is in recognition of the duties and obligations of the post in which they are assigned.

All Nations shall retain the right to a safe stay in the Region.

All Nations are granted immunity from personal and governmental attacks from any Government Officer, as it pertains to a Nation or group of Nations within the Region.

All Nations charged or accused of a crime shall enjoy impartial trials within thirty (30) days of their assumed crime. The trial is mandated to have a verdict on the matter within fifteen (15) days between the beginning of the trial and the conclusion of such grace period. If no verdict has been rendered from the officiating body of the trial, the Nation in question shall be acquitted of all charges or crimes in question.

No nation may be prevented from taking a role in their own trial,unless it is their decision and they appoint someone to talk in their place. No Nation may be tried for the same crime more then once unless there is proven evidence that the Nation in question has violated the Regional Constitution or laws within a Ministry that the grievance was brought upon in a separate incident.


No Nation may be ejected from North Pacific without due process of law excepting those that directly endanger either the security or well being of the region and its Government. These Nations who have been ejected shall have the right to appeal the decision to the courts, which shall have the authority to overturn the ejection if in accordance with the Regional Constitution and Ministry policy.


ACT I Executive Oversight


Article I The Ministry of Internal Affairs

Section 1: The Ministry of Internal Affairs shall, at the sole discretion of the Minister of Internal Affairs:

q Create, revise, edit, or terminate Ministry policy, q Create Departments within the jurisdiction of the Ministry, q Appoint Vice Ministers of said departments to carry out the duties of the department of their jurisdiction, and; q Appoint a Vice-Minister of the Ministry to assist the Minister in the execution of their duties and the oversight of the junior Vice Ministers.

Section II The Vice Ministries within the Ministry of Internal Affairs, at the approval of the Minister of Internal Affairs, or in their prolonged absence, the Vice-Minister of Internal Affairs shall:

q Provide administrative leadership within their Vice Ministry, q Be the sole authority in their field of expertise, and; q Shall provide the Minister of Internal Affairs with feedback and correspondence on their actions and decisions pertaining to their positions.


Article II The Ministry of Foreign Affairs

Section I The Ministry of Foreign Affairs shall, at the sole discretion of the Minister of Foreign Affairs:

q Preside over Embassy Row, q Create, revise, edit, or terminate Ministry policy, q Create Departments within the jurisdiction of the Ministry, q Appoint Vice Ministers of said departments to carry out the duties of the department of their jurisdiction, q Appoint a Vice-Minister of the Ministry to assist the Minister in the execution of their duties and the oversight of the junior Vice Ministers, and; q Appoint Ambassadors to regions in which North Pacific wishes to have relations with.

Section II The Vice Ministries within the Ministry of Foreign Affairs, at the approval of the Minister of Foreign Affairs, or in their prolonged absence, the Vice-Minister of Foreign Affairs shall:

q Provide administrative leadership within their Vice Ministry, q Be the sole authority in their field of expertise, and; q Shall provide the Minister of Foreign Affairs with feedback and correspondence on their actions and decisions pertaining to their positions.

Section III The Ambassadors of North Pacific, whom are subjected to the jurisdiction of the Minister of Foreign Affairs, shall:

q Be the official voice in relations between the embassies they preside over , q Foster relationships between North Pacific and the region they are stationed as Ambassadors in, and; q Shall provide the Minister of Foreign Affairs with feedback and correspondence on their actions and decisions pertaining to their positions.


Article III The Ministry of Security and Defense

Section 1: The Ministry of Security and Defense shall, at the sole discretion of the Minister of Security and Defense:

q Create, revise, edit, or terminate Ministry policy, q Create Departments within the jurisdiction of the Ministry, q Appoint Vice Ministers of said departments to carry out the duties of the department of their jurisdiction, and; q Appoint a Vice-Minister of the Ministry to assist the Minister in the execution of their duties and the oversight of the junior Vice Ministers.

Section II The Vice Ministries within the Ministry of Security and Defense, at the approval of the Minister of Security and Defense, or in their prolonged absence, the Vice-Minister of Security and Defense shall:

q Provide administrative leadership within their Vice Ministry, q Be the sole authority in their field of expertise, and; q Shall provide the Minister of Security and Defense with feedback and correspondence on their actions and decisions pertaining to their positions. q Report on the progression of the Vice Ministries in which they are currently the administrative leaders of.

Section III: The Ministry of Security and Defense shall permanently hold:

q The Department of Intelligence which shall be; o Charged with safeguarding the Region against spies and invasions by hosting a satellite network of allies and/or puppet nations or other secretive means for external surveillance and other intelligence programs. o The Minister of Security and Defense assumes all responsibility for the legality of this department within any and all Regions in NationStates. All classified missions are to be known about by the Minister before they commence, and the Minister holds the right to abort any mission at any stage, for any reason.

q The Department of Defense which shall be; o Charged with the training and development as well as the oversight of the North Pacific Defense Force. o Defend the Region against foreign invaders under the direction of the Minister of Security and Defense as well as the Vice-Minister for the Department of Defense.


Article IV The Ministry of Justice and Democracy

Section I The Ministry of Justice and Democracy shall, at the sole discretion of the Minister of Justice and Democracy:

q Lead the Supreme Court of North Pacific as Chief Judicial Officer or “Chief Justice,” q Create, revise, edit, or terminate Ministry policy, q Create Departments within the jurisdiction of the Ministry, q Appoint Vice Ministers of said departments to carry out the duties of the department of their jurisdiction, and. . . q Appoint a Vice-Minister of the Ministry to assist the Minister in the execution of their duties and the oversight of the junior Vice Ministers. q [Suggest,] Proofread, and put through to the High Council any and all documents pertaining to the law of North Pacific.

Section II The Vice Ministries within the Ministry of Justice and Democracy, at the approval of the Minister of Justice and Democracy, or in their prolonged absence, the Vice-Minister of Justice and Democracy shall:

q Provide administrative leadership within their Vice Ministry, q Be the sole authority in their field of expertise, and; q Shall provide the Minister of Justice and Democracy with feedback and correspondence on their actions and decisions pertaining to their positions.


Article V The UN Delegate and Vice Delegate

Section I The Delegate:

q Shall be elected on a fluid basis by the nations of the region. A candidate for delegate must announce his intentions to run for the office before beginning campaigns and recruiting endorsements. q May never attempt to force any UN nation to endorse him/her, and he/she may never attempt to keep his/her seat with the use of outside force, unless in a case in which the region has been invaded, and defending groups are called in to maintain the rightfully elected Delegate. q Shall serve as Supreme Chancellor of the High Council. q The UN Delegate shall serve as the official North Pacific Ambassador and representative to the United Nations. q The UN Delegate shall hold votes and polls for each issue that comes up on the UN floor in order that UN members of the region may have a stronger voice in international matters. q The Delegate may call for a Vice Delegate election every three (3) months and the Vice Delegate must be replaced or reelected after the terms have ended.

Section II The Delegate, as Supreme Chancellor may:

q Appoint all senior Ministerial and Judicial vacancies with approval by the Council, q Take actions within the region in case of emergency, such as invasion, with the knowledge that the Council may withdraw such powers of emergency if unwarranted, and shall be subject to review by the Council after the crisis has passed. q Call the Senate into session. q Adjourn the Senate after the issue in which it was convened has been dealt with satisfactorily.


Section III The Vice Delegate:

q Must hold the second highest endorsement between elections. q Shall receive the support of the High Council, should the Delegacy become available or the serving Delegate become incapable of carrying out their duties. In such a situation, the Vice Delegate shall become Delegate until a suitable response can be found and acted upon by the Council. q The Vice Delegate may appoint a Vice Delegate with Council approval, if the Vice Delegate has been supported by the Council to receive the Delegacy. q The Vice Delegate may be any UN Nation with residence within the region of at least one full month. q Shall be the official representative of the UN Delegate should the Delegate decide to delegate their duties in matters inside of the region. The UN Delegate is irreplaceable outside of the region unless removed from office by the Council and replaced by the Vice Delegate. q Shall assist the UN Delegate in all matters pertaining to UN Affairs or the running and administration of the region.

ACT III Judicial Oversight


Article I The Supreme Court of the North Pacific

Section I: The North Pacific Supreme Court shall:

q Be elected on the same schedule as the UN Delegate, q Have its elections run by the Council, q Consist of four Justices and one Chief Justice, q Be elected by the Nations of the Region for their experience and knowledge of North Pacific legal history, and; q Shall be headed over by the Chief Justice whom shall be the Minister of Justice and Democracy. q Shall issue a Notice of Impeachment for any Government Officer who has violated Regional law and/or the Constitution.

Section II The North Pacific Court is responsible for holding all government elections excluding their own.

Section III The North Pacific Court is responsible for interpretation of the Constitution, Regional Law, and insuring that Ministry policy is in accordance with both.

Section IV The Supreme Court shall bring forth Nations to trial for breech of Regional Law and for endangerment of the region. The five Justices shall serve as the jury.


Section V No Chancellor or Minister may act as a judge excepting the Minister of Justice and Democracy or the Supreme Chancellor in the absence or suspension of the Chief Justice.

ACT IV Unclassified Mandates and Oversight

Article I Regional Policies

Section I All members of the government must remain active both on the forum and in NationStates. Any time a nation is inactive for 7 days without posting in the forum and/or signing on to his/her nation in NationStates without previous warning, they shall be informed and expected to be active within the next 24 hours. If he/she is not, their case shall be called to the Supreme Court and the Nation in question may be divested of his/her position.

Section II The Constitution may be amended by a two-thirds (2/3) vote of the Senate or of the general region’s active population2. A regional quorum is not necessary, though convention of the Senate must be publicly announced.

Section III Forum Administrators are to be chosen by the Council for their administrative abilities. They are responsible for maintaining and improving the forum for the community and government of North Pacific. They may not delete or destroy any government documents without express permission from the Council. Administrators may be dismissed at the request of another Administrator and with approval of the Council or by order of the Supreme Court should they see an administrator as violating the Constitution in their actions. All Administrators must accept an oath pledging to obey the charter in their actions.

Section IV Administrators are responsible for appointing Moderators and Global Moderators, though each current senior Minister is automatically granted Moderator powers over their designated area of jurisdiction.

Section V All Government Officials, excluding Senators when the Senate is in Session, shall recite the following oath:

I, (Nation Name), do hereby pledge to uphold and defend the Constitution of North Pacific, and to support and follow the general will of the individual NationStates within the region North Pacific who have elected me. I pledge to follow and uphold the decisions of the Council until such time as I resign membership or am removed from office by the Nations or the Supreme Court of North Pacific. I understand and agree that my position as [State Title] of [State Ministry/Vice Ministry, The Council, The Supreme Court, North Pacific] is one of the greatest of solemnity, and that as holder of that position, it is my duty to act always in the best interests of North Pacific, and agree to do so. I acknowledge that a violation of such rules will remove me from my position as [Title] of the Region of North Pacific. Annotations and Clarifications

1The use of profanity, and intolerant or racially based terms deemed disrespectful will not be allowed on the off-site forum or in the CHQ. Administrators have the right to immediately edit out vulgar language provided that an unedited version of the post be stored and privately delivered to the Delegate, or another nation if appointed by the Delegate. Any nation using vulgar language will be warned, and any official complaints to the department of Justice and Democracy will be dealt with accordingly.

2A nation’s active status is replaced with a ‘temporary leave’ status after seven (7) days without signing into either the forum or their nation on NationStates. After thirty (30) days, the nation’s status is changed to ‘inactive’ and the right to convene with the senate is suspended.

Foreign Policy

North Pacific remained steadfastly neutral for much of the development of its current government, though always a staunch supporter of defenders. In recent months, some factions within the region have become openly supportive of defenders, reflected by the region's relations with the ADN, the RLA, and signing alliances with ASE and TPC.

The deletion, for in-activity of the founder of North Pacific inducted the region into the Founderless Regions Aliance. Which makes them one of the FRA's biggest regions.
