The Northern Democratic Territory of Very Small Island(Russian:Северный Демократический Остров Территории Очень Малый)is a De Facto state, administered by the Sovereign Republic of Willink and The Confederate States of Spizania. It is generally recognized by the world, although several nations (Such as Parthia) have still not recognized it's statehood.

Backround

The NDTVSI was founded after the literal collapse of the Very Small Island government under the mounting pressure of constant war and occupation in late summer 2005. In early December 2005, after the newest elected president, Jonas De Salivino, had been killed in an air strike, the national assembly voted unanimously to dissolve the government of The Democratic States. The nation plunged into near anarchy for about an hour, before Willinkian and Spizani forces regained control of the situation. After a brief conference between the latter two's leaders, it was decided to create a new, occupant led state in VSI territory that was defended by the said nations forces. The new De Facto entity, the Northern Territory of Very Small Island, was under the control of the joint SW military command in the area for a short period of time before being succeeded by the establishment of NDTVSI.

Immediately after the founding of NDTVSI, both Spizania and Willink recognized the state, and most of the nations that had any contact with VSI beforehand followed suite. Most of the world recognizes it as a "stabilized de facto territory". Parthia, Kravania, and Roach-Busters, along with the majority of CAD (with some exceptions, such as The Borman Empire and Doomingsland) do not recognize it at all. Willink legally considers NDTVSI as a: "Jointly administered territory of the Sovereign Republic", while Spizania considers the area a: "Semi-Independent Territory of the Confederacy". The NDTVSI functions as a self-governing protectorate to both The Sovereign Republic and States of the Confederacy, with both outside parties having massive influence in it's politics, and in this term, it could be considered a "subordinate local administration" zone.


The NDTVSI has a total population of 4,275,865(As of October 2006 census by Willink), and a total area of a little over 3,000 square kilometers, including several offshore islands. Nearly the entire population (90%) is made up of local ethnically Islanders, while 10% is comprised of Foreign workers and laborers, including military personnel. Much of the original population has left due to the grim situations following the wars of summer 2005, and many are expected not to return. For the most part, English the the primary language, although due to the massive influence of foreigners in the territory, Russian has become a common dialect, along with Spanish. Island City is considered the Capital, and territorial claims also include Nova City, Port Island, Allegrani, and Maldevise(All considered Cities, populations over 50,000.). A Borman Empire controlled Demilitarized buffer Zone separates NDTVSI from Parthian territory.

History

The entity that was The Democratic States of Very Small Island, following it's dissolve by order of its remaining active government, was mildly separated. A large Borman-Controlled buffer zone separated VSI from former VSI territory, and some regions were completely undamaged, whilst others were nearly unpopulated.

Following Political collapse, a brief period of anarchy erupted within Island City, which had extremist supporters of the Democratic Republic looting and attacking citizens and military personnel; the resulting hour long disarray left seventeen civilians dead and nearly fifty injured. Most of the radicals were arrested, and several were killed in gun battles with Spizani troops. 27 people were missing by the end of the day, and 127 were in military custody. Widespread looting left several of the five dozen or so stores open in the city damaged, and the majority of store owners fled to military outposts, while several armed owners defend their stores. The extremist supports later regrouped under the command of ex senate official Nicos Lopez and formed a splinter paramilitary group called VSIA(Very Small Island Army), that continues to harass citizens on a regular basis.


Foundation

About 20 minutes following the anarchic situation, Spizanian government officials announced the creation of the "Northern Democratic Territory of Very Small Island", which was met with a positive attitude by the majority of citizens. (VSIA, set up in the countryside, sent a message refusing to recognize it at all, and declared the creation of it's own state, which was not taken seriously by Spizani and Willinkian officials.) A group of troops was sent out to gather select ex-national assembly officials to form the bases for the new government. These select members then appointed/chose other politicians that made up the first national assembly of NDTVSI. The first meeting was held an hour later in the old assembly building, which, humorously enough, was locked at the time, and the door had to be broken down to gain access.

Politics

The political system of NDTVSI is a semi-autonomous provisional authority, functioning both independently and cooperatively with Spizani-Willinkian military politicians. It is generally recognized as the sovereign government of Very Small Island, although some close allies of Willink and Spizania only recognize it as a section of larger colonial rule. Both Occupants still maintain major de-facto power within the government, both by the use of advisors and the appointment of SW-friendly politicians.

Law and Head of Government

Shortly after the creation of NDTVSI, the National Assembly voted to appoint member Fransisco Kalkman as the first prime minister of NDTVSI by a vote of 39-11. He was influential in the process of dissolving the old government, and had proven reliable and helpful when it came to improving conditions through out the nation. He in turn appointed the well known politician Stephen Bremer as his chief deputy. Both were sworn in a ceremony attended by Willinkian and Spizani officials in Island City on December 27th, 2005. Due to the lack of a constitution, a momentary decree was made by the military occupants that outlined basic rights and freedoms of citizens of the nation, economic rights, and religious freedoms. A formal constitution is expected to be written in the near future.

Immediate Actions

Shortly following the swearing in of Kalkman, he put spearheaded several important actions. Firstly, he reintroduced formal capital punishment, which handed over all non-military prisoners from military hands to that of police forces. (An exception was made to VSIA members, who were legally POW's and were transfered to Willink.) Shortly thereafter, he chose the new national anthem and created a program that would help provide food and supplies to refugees of the past wars. He became well respected and popular with local newspapers, who proclaimed he was "The greatest president of VSI in the past 50 years."

He also faced critism for his treatment of VSIA, including the arrest of 25 supports who were severely beaten by police forces during a protest outside his residence in the early hours of January 4th, 2006.


Economy

The Economy of NDTVSI is dominated by a large service sector, led by a huge electronic and educational sector. Light manufacturing and communications technology follows shortly behind in importance. The nation has a mixed-economic system, based on a planned foundation with the ability to grow into a free-market system. This allows the Spizania and Willink to help build and regulate the economy at start, then allow it to expand on its own. Several Constraints, such as shortage of laborers and the astronomical freight costs somewhat handicaps the economy, but these conditions are being dealt with by the assembly on a regular basis. Despite the problems associated with the economy, it still manages to grow substantially, with an impressive growth rate of 27% over a period from October 2005 to October 2006, much thanks to the newfound stability in the area, along with a boom in construction and the return of the wealthy citizens who fled the VSI during the Kravania-Lone Alliance war. New proclamations by both Spizania and Willink promise an additional 850 million dollars in economical aid by November 2006. The Per Capita is very low at the moment, and new economical improvements promise a ballooning of this to nearly four times it's current value by December 2006. Tourism in the nation is nearly non-existant at the moment, with a reported 250 visiting so far in 2006.

International Status

As of October 2006, over 90% of the nations with contact to both Spizania and Willink recognize NDTVSI. A few nations, such as Sarzonia, recognize de-jure sovereignty over the entire island, while at the other extreme, Parthia and her allies do not recognize it at all. The Sovereign League Recognizes NDTVSI as a "constituent state", and operates a regional office within Nova City.

In recent shifts, a series of diplomatic meetings between Willink and Parthia make the possibility of the end of Parthian unrecognizing of the state to the end. In a statement from Parthian officials, it was reported that Parthia was considering recognizing NDTVSI as a sovereign state.

Military

The Military of NDTVSI is made up of 3,500 volunteer males between the ages of 17 and 40. This force is minuscule compared to the Spizani-Willinkian military presence in the nation, consisting of nearly 16 divisions, 250,000 troops, over a thousand armored vehicles, and thousands of artillery pieces. Most Citizens see the foreign military presence it as a force protecting their lives. The NDTVSI military is equipped with an array of equipment, for the most part Willinkian, Spizani, and local material mixed together. They operate a small vehicle force, several transport helicopters, and an artillery squadron with Spizani howitzers. There is also a military school located in Island City. Under the momentary SW charter, the mission of the NDTVSI military is to: "Act as a second theater force, to protect the lives and property of the citizens, and to act, if necessary, as a complementary force to assist outside military forces in combat and special forces operations.'"

Transport and Communication

The current situation in the territory means that NDTVSI is virtually completely dependent on Willinkian and Spizani military and economic support. All export and imports are handled by SW, rather than the government. Flights from NDTVSI to Southern VSI are forbidden, and there are two major airports to access the nation.

The nations two major ports, Port Island and Nova City, are operated by the Port Authority board, and are open to general trade, and defended by the Willinkian military. Access by CAD-registered ships, except those of The Borman Empire and Doomingsland is banned. Citizens of both sides of the Buffer zone are allowed to enter, but not to visit the other side. A plan is in place to allow registered citizens to do this after extensive back round checks and a registry by early 2007. Currently, Willinkian and Spizani citizens need a special passport to visit the nation due to its "Inherent and constant instability and the danger it poses to individuals."

As of October 2007, the nation has no official currency, although the Island City stock exchange trades in Willinkian Dollars. The influx of Spizani and Willinkian currency causes problems with the poor, who do not know how to make up for the change when trading between currencies. The government plans to introduce a national currency by Christmas 2006.

Airports
The two major airports of NDTVSI are the Nova Regional International Airport(NRI), which handles most domestic flights, and the Salivino(Ex-Lebanon) International Airport(SIA), which was recently renamed in honor of the last Democratic States president. This airport tends to handle a much lower volume of traffic, and is used most extensively by the SW military forces to airlift supplies, and to receipt governmental visits and aid groups.

Tourist Attractions

There are several interesting tourist destinations in the territory. The most frequently visted is the Lovasna memorial, a large tower built in memory of the lives lost fighting to protect the nation, which stands near the city center of Island City. The second most popular destination is the shopping district of Nova city, which manages to attract the rich to its small, family run shops that produce quality clothing and luxury fabrics. About 20km East of Port Island is the beach town of Pentadactylos, which features several oceanside hotels and a shopping mall. Just South of the town is a large nature reservation with hiking trails and a natural rapids tour.
