The only independent nation within the PEEL Colonial Territories region.
The Scantastic Republic of Nova Avatarium - also referred to as NA, New Avy and sometimes Avatarium (colloquially) - is a federal republic, located primarily in the Northern Colonial Territories.
Nova Avatarium has territorial water boundaries with Novji Zedoljev. It is otherwise bounded by the Decapodian Ocean.
The official founding date of Nova Avatarium is unknown, as all records where lost in the Great Fire of Thunderton, the former capital.

History

(Nova) Avatarian history started with the migration of people from Avatarium across the Decapodian Ocean. They were forced to leave their country when the ruler at the time, King Kroes III, ordered an invasion of neighbouring country, Blendaria, although the economic climate at the time could not support the action. Two groups of Avatarian left the country covertly, one headed North, led by, the others led by Patric Stuart headed across the ocean in the hope of finding somewhere new.
The journey across the ocean wasn't without it's problems, in the midst of a massive storm, when approximately 20 boats disappeared, presumed sunk, the other searched in vain for a few days before continuing on their original course. A few months later they sighted land on the horizon and headed towards it. Several days later, Lord Patric Stuart set foot on the island, which in accordance with tradition he named it. The name chosen was Lightning Island. Work soon began on building a small living area and quayside; the place was named Port LaForge.
Over the course of time, the Avatarian spread across the country, Thunderton became the capital, until a fire extensively destroyed the town and the capital was move to Novus Blitzville.
The country enjoyed relative obscurity, until it was discovered by an Y Fenni exploration ship.
Government
Republic
Nova Avatarium is an example of a constitutional republic, with a government composed of and operating through a set of limited powers imposed by its design and enumerated in that design or Constitution of Nova Avatarium. Specifically, the nation operates as a Presidential Democracy. There are three levels of government: federal, state, and local. Officials of each of these levels are either elected by eligible voters via secret ballot or appointed by other elected officials. Avatarians enjoy almost universal rights to vote from the age of 17 regardless of sex or wealth. There are some limits, however: criminals are disenfranchised
Federal government
The federal government is the national government, comprising the Nova Assembly (the legislative branch), the President (the executive branch), and the Supreme Court (the judicial branch). These three branches were designed to apply checks and balances on each other. The Constitution limits the powers of the federal government to defence, foreign affairs, the issuing and management of currency, the management of trade and relations between the states, and the protection of human rights. In addition to these explicitly stated powers, the federal government-with the assistance of the Supreme Court-has gradually extended these powers into such areas as welfare and education, on the basis of the "necessary and proper clause" of the Constitution.
Nova Assembly
The Nova Assembly is a twin-ruled law- making institution composed of the Representation Congress (RepCon) and the Nova Avatarium Ruling Body (NARB), which both meet in the Governmental Meeting House, in Novus Blitzville. The RepCon has 400 members, called representatives, are elected by the people of a each district to represent them for a term of two years. The number of districts depends on its population, except that each state has at least one representative. The NARB has 100 members, called committee members, who represent whole, individual counties for terms of six years. Each county is represented by two committee members, regardless of population.
The President

At the top of the executive branch is the President of Nova Avatarium. The President and Vice President are elected as 'running mates' for seven-year, for which each county, is allocated a number of seats based on its representation in both houses of the Nova Assembly. The Nova Assembly can legislate to constrain the President's executive power, even with respect to his or her command of the armed forces. The President cannot directly propose legislation, and must rely on supporters in the Assembly to promote his or her legislative agenda. The President's signature is required to turn congressional bills into law; in this respect, the President has the power-only occasionally used-to veto congressional legislation. The Assembly can override a presidential veto with a two-thirds majority vote in both houses. The ultimate power of the Assembly over the President is that of impeachment or removal of the elected a NARB trial, and a NARB vote.
The President makes around 3,700 executive appointments, including members of the Cabinet and ambassadors, which must be approved by the NARB; the President can also issue executive orders and pardons, and has other Constitutional duties, among them the requirement to give a State Republic address to the Assembly once every two years. Although the President's constitutional role may appear to be constrained, in practice, the office carries enormous prestige that typically eclipses the power of the Assembly: the Presidency has justifiably been referred to as 'the most powerful office in the world'. The Vice President is first in the line of succession, and is the Leader of the Assembly, with the ability to cast a tie-breaking vote. The members of the President's Cabinet are responsible for administering the various departments of state, including the Department of Defense, the Justice Department. These departments and department heads have considerable regulatory and political power, and it is they who are responsible for executing federal laws and regulations.
The Courts
The highest court in the land is the Ultimate Court, which consists of nine justices. The court deals with federal and constitutional matters, and can declare legislation made at any level of the government as unconstitutional, nullifying the law and creating precedent for future law and decisions Below the Ultimate Court are the courts of appeals, and below them in turn are the district courts, which are the general trial courts for federal law.
State and local governments
The county local governments have the greatest influence over people's daily lives. Each county has its own written constitution and has different laws. There are sometimes great differences in law and procedure between the different counties, concerning issues such as property, crime, health, and education. The highest elected official of each state is the Superintendent. Each state also has an elected legislature, whose members represent the different parts of the state. Each county maintains its own judiciary, with the lowest level typically being district courts, and culminating in each county ultimate court, though sometimes named differently. In some counties, ultimate and lower court justices are elected by the people; in others, they are appointed, as they are in the federal system.
The institutions that are responsible for local government are typically town, city, or district boards, making laws that affect their particular area. These laws concern issues such as traffic, the sale of alcohol, and keeping animals. The highest elected official of a town or city is usually the mayor.
Foreign relations and military
Foreign relations an especially important topic in Nova Avatarium's politics, with considerable concern about the image of the country throughout the Colonial Territories and PEEL in general.
Three of the nation's four military branches are administered by the Department of Defence: the Army, the Navy (including the Marine Corps), and the Air Force. The Coast Guard falls under the jurisdiction of the Department of Homeland Security in peacetime, but is placed under the Department of Defence in time of war.
The combined Nova Avatarian armed forces consist of 48.4 million active duty personnel, along with several hundred thousand each in the Reservist Occupations.
