Nova vatican, located in the region of Rome, is a small republic, ruled by the Pope. It is the headquarters of one of several factions of the Roman Catholic Church in the NS World; its claim is centered on its position in Rome and its pope as the legitimate Bishop of Rome and successor of St. Peter.

Brief Overview

The Holy Republic of Nova Vatican is a very large, safe nation, remarkable for its complete lack of prisons. Its compassionate, cynical population is ruled by a pope,

The medium-sized government concentrates mainly on Social Welfare, although Religion & Spirituality and Education are secondary priorities. The average income tax rate is 25%, but much higher for the wealthy. A tiny private sector is dominated by the Basket Weaving industry.

Harry Potter books are banned, euthanasia is illegal, there have been a series of riots between local cannibals and health food advocates, and naturists are jailed regularly for indecent exposure. Crime -- especially youth-related -- is totally unknown. Nova Vatican's national animal is the eagle, which teeters on the brink of extinction due to widespread deforestation, and its currency is the Vatican lira.

Government

The Vatican is technically a rare case of a non-hereditary elective monarchy; the monarch, the Pope, being elected for life by those Cardinals under the age of 80 during a Conclave (held in the Sistine Chapel).

The term "Holy See" refers to the composite of the authority, jurisdiction, and sovereignty vested in the Pope and his advisers to direct the worldwide Roman Catholic Church. As the "central government" of the Roman Catholic Church, the Holy See has a legal personality that allows it to enter into treaties as the juridical equal of a state. The Pope delegates the internal administration of Nova Vatican to the Pontifical Commission for the Holy Republic. The legal system is based on canon, or ecclesiastical, law.

As an independent state, Nova Vatican has the right to send and receive diplomatic representatives, including foreign embassies.
