Brief Description

A series of islands of vast resources and people, Novosibiria became an independent Federation of 21 islands in 1802. Economically and technologically parallel to almost any great nation on the planet, Novosibiria's only shortcoming seems to be political freedoms, an area in which the government is slowly recovering from the military coup of 1965. The paramount political problem continues to be the seperatist movement in the northern islands, caused in part by outside influence. The capital city is Tierra Nueva, a former Spanish trading post.

Geography

Located roughly 1,205 Km (741.5 Miles) south of the USC mainland, Novosibiria enjoys strong political and economic ties with fellow USC nations. Novosibiria's land mass is roughly 5,804,627 Square Km (3,572,078.15 Square Miles.) but there are many mountaines, hills, and cliffs to be considered. These cliffs, hills, and mountaines make Novosibiria appear smaller on maps than the land mass suggests. The larger islands tend to have large, sheltered plains surrounded by cliffy coasts and mountains to the east and south east, suggesting ancient siesmic activity. The smaller islands are often volcanic peaks rising out if the depths with long, smooth coasts and, being volcanoes, mountainous inlands

Government Overview

The government controls much of the nation's activities from Tierra Nueva (the capital city) as well as from the state capitals. The parliament consists of 465 seats, each of which is elected. There are 6 main political parties competing for seats in the parliament. The President is elected from a choice of contenders from each of the parties. He/she appoints Ministers and the Prime Minister from those who have won seats in the commons. The President, however, is not limited in his or her power and utilizes the Prime Minister as a body to enforce his policies. The Executive branch, which the President is also a member of, has no power with the exception of the president. The president rarely includes himself in senate meetings due to practicality reasons. The main purpose of the Senate is to refine bills or find any inconsistencies in government acts. There are 19 states spread across 21 islands. Each state is efficiently run by a council of 50 elected members and 1 member appointed by the President from the state's leading political party. These members are elected for a maximum of 5 terms of 4 years each, though few members have met this limit.

Government Structure

At the bottom of the spectrum, there is the municipal government consisting of an elected mayor or an elected council if the city spreads out over more than one municipality (As seen with Tierra Nueva - spread out over 5 municipalities and, therefore, is run by 5 co-operating council members.) Above the municpal government, there is the state government. As mentioned earlier, each state is run by a council of 50 elected members and one appointed member. The appointed member is selected by the President from the leading political party in that state. The main focus of the state government is providing health care and education as well as regulating trade. At the top, there is the federal government and it's branches. The Parliament consists of 463 MPs (Members of Parliament), The Prime Minister, and the President. Each member is elected, one member from each municipality for an unlimited number of terms. The senate, conprising of 75 members, excluding the president, is a group of appointed non-party officials who's sole purpose is to refine bills and correct inconsistencies in government acts.
