The Empire State of Nowra is a densely populated city state located to the north of Jervis Bay. Its population is ruled with an iron fist by an "All-seeing, All-Knowing" emperor figure. Large corporations appear to be above the law, and use financial clout at the expense of the poor and unemployed.

The political priorites of the emperor seem to revolve around Defence, Law, and Religion. The major industry is Arms Manufacturing.

History

The founding of Nowra took place when a group of Jervis Bay politicians and businessmen, disenchanted by the increasingly anti-business practices of the government, rallied together in an attempt to overthrow the parliament. Stifled by the decentralised nature of the government, the coup attempt failed. The group then went into a self-imposed exile, where they came into contact with a mysterious figure, who took leadership of the group and set about building an army at the northern border of Jervis Bay. As this army grew, so did the society that supported it, and the city-state of Nowra emerged. However, the citizens of Nowra, many of whom are captured slaves from surrounding regions, are denied even a basic education, and this is reflected in the poor quality of life and technological regression of Nowra compared to other states.

At present, Nowra resembles something similar to Dark-Age Europe, with high levels of oppression. Institutions in Jervis Bay have reported major difficulties in integrating refugees from Nowra into the highly educated society, however success rates have improved in recent years. As Nowra has no communications links to the outside world, information has only been able to come from refugees and occasional (and highly dangerous) attempts by scientists to infiltrate their society.

In terms of the current government, it is most likely that the emperor figure (who some historians have argued unsuccessfully to be the same anonymous figure that founded Jervis Bay) has long since passed on, meaning that the government is most likely run by a hereditary successor, or a cabal of corporate executives. In any case, the identity of the emperor is highly guarded, even from high ranking citizens, and his status in society is akin to that of a god, with the religion centering directly on him.

Whilst regular attempts have been made to attack Jervis Bay in the past, the technology of the army is so poor that it fails against even the most basic border defences (a natural river boundary). As Jervis Bay is staunchly committed to a policy of non-aggression, symbolised by the dissolution of its military soon after foundation, there have never been any plans for repelling the attacks, which have all but ceased at this time.
