General Étienne Nzimbi Ngbale Kongo wa Bassa is a Ngbandi and a cousin of President Mobutu Sese Seko; to this, many attribute his appointment. A rigily authoritarian figure, single-minded and ruthless in meting out punishment to any who cross his path, he is the commander of the elite DSP, tasked with Mobutu's personal safety. Even though his appointment came through political patronage rather than merit, he is popular with his troops. His influence is extensive, and he is said to answer only to the President himself.
