Social Democratic Republic Of Onalos

Formerly: (Republic of Onalos/Northern Federation/ Constitutional Socialist Democracy of Eastern Onalos) Formerly: (Republic of Onalos/Autonomous Socialist Region of Eastern Onalos)

Onalos, or officially, the Social Democratic Republic of Onalos is a country that has undergone immense social and political turmoil in recent years. In the course of 12 years it has been governed through almost every system imaginable; oligarchy, dictatorship, socialist state, monarchy, empire, civilian junta, anarchy and democracy. It is the second largest of the former Calatian colonies. It is bordered by Alvoreem to the east and Damea to the north. It was originally a colony of the Kingdom of Calatia, along with Alvoreem and Damea. Due to the corruption and abuse of power by the governors of the colonies , Damea and Onalos declared their independence. Once the fighting erupted, innocent people were killed in Alvorem and that is when it to, declared itself independent. As the revolution gained more and more supporters Calatia was forced to give in to the demands. Now that they were no longer governed by Calatia the former colonies now faced the problem of what type of government they would have and who would lead it. The leaders of the revolution met together and decided that they would form a federation called the Central Union. As the years passed it was clear the federation would not last as each province only saw what would benefit itself at the expense of the other two. Civil war soon ensued and the Central Union broke apart. After 3 years of war the leaders of Damea, Alvoreem and Onalos signed a peace treaty which recognized the sovereignty of each province. All 3 nations decided to follow democratic forms of governments, however the governments of Onalos and Alvoreem became increasingly corrupt as the yeas progressed. Onalos is presently recovering from a tri-faction civil war between the former National Guard (later called Royal Guard), the military(called Nationals), and guerillas (called the OPNLF).

Early History

After the disunion of the Central Union many French immigrants started arriving. One in particular named Jean-Luc Casteu, tried to imitate what William Walker did in Nicaragua, by declaring himself President and declaring Onalos a possession of France. However his exploits didn’t get very far as he was later captured in Damea City and executed.

In 1906 Onalos took possesion of the island of Margarita after a long war. In 1892 Damea occupied the island after King Liullokiake was deposed by mine owners of Onalosan origin and 300 Damean soldiers who were just off the cost of the island. The mine owners no longer wanted to pay the high taxes for minerals sold and since they already held control of the island's economy all that was left was political control. The soldiers presence off the coast was no coincidence since both the Onalosan & Damean governments wanted the precious resources that were present on the island. The miners had made a secret deal with the Damean government to take control of the island. After Margarita became a Damean protectorate, many Onalosans started migrating to the island. In 1897, 7 years after Damea attained the island, Colaru Urungu took control of the Damean government in a coup and established a dictatorial regime. At the same time he restricted immigration from Onalos to the island and made many more laws that angered the people on the island. In 1899 the people of the island declared their independence and the foundation of the Republic of Moraga. Due to this act of rebellion, Urungu sent troops to return the island to Damean control. The soldiers landing on Moraga resulted in violence between the islanders and the troops. The Onalos government, which was also against the island’s independence, didn’t take kindly to the troops attacking Onalosan citizens. War soon ensued between Damea and Onalos. Even though they shared a border however, the war was only fought on the island and in the sea as ships from each country would fire on each other. In 1903 a group of disgruntled merchants entered the capitol of Damea and hanged Urungu in a public square, along with restoring the republican government. The war ended two days later when the new government pulled all of its troops from the island and declared peace. At this time Moraga asked Onalos to recognize it as a sovereign country. The Onalosan government responded by saying that Moraga would now be annexed and become part of Onalos. War once again ensued as the islanders engaged the forces they had fought with for the past 3 years. Like the previous war this war would also last 3 years.

By the time the war ended most of the people on the island had been killed, which were mostly the Onalosans settlers, or had fled, as was the case with most of the island's Indegenous inhabitants. In 1893 the population of the island had been 800,000, by 1905 the population had lowered to 600. Asians started to be admitted to the island as indentured servants in order to get the mines working once again. In 190 For the rest of the early 20th century, Onalos as well as Damea and Alvoreem, had relatively stable goverments and economies.

However, things changed once Joseph Da Silva was elected president and the Onalos Worker Crisis arose. After the Anti-Vagrancy Law was passed it showed the amount of control the oligarchy had on the government. Instead of the country retainining its political advancements as time progressed, it started to devolve as the policy of Ditanté. The oligarchs created a new party called the Royal Constitutional Party which carried out blackmail, bribing and assassinations against political opponents. Their were mass amounts of electoral fraud as members of the party would simply throw out the votes for another party. Once the party held control of the both the Executive and Legislative branches of the government it would carry out laws and actions that would benefit it. For example, voting booths were removed from the northern part of the country(were most of the plantations were, since most of the "workers" would rarely vote for the Royals); and a newly formed party would have to wait at least 3 years to run for an office. Despite all this corruption and dishonesty, the Royals always faced some opposition, and history was made on March 25, 1996. In a united front all the remaining parties of Onalos at the time, from both ends of the political spectrum, announced that they had formed the New Onalos Coalition which would oppose all actions of the Royals and would back the same candidate for President in the upcoming October 13 elections. United for a common cause, the opposition parties held a majority in both Chambers of the National Assembly so they actually could block any bill the Royal Party passed, so not knowing what to do next, the President of Onalos chose to temporarily suspend the National Assembly for 3 months. As luck would have it, 2 days after the senate reconvened, General Wong carried out his coup.

The Week of Terror (April 3-10)

What was to follow the war would later be called "The Week Of Terror". On April 3, 2006, two weeks after the conclusion of the war, the majority of the western section of the country was still without water and power and there were food shortages all across the country. As the day wore on the Taclatal and Monteworquan volcanoes erupted, killing over 300 people in nearby towns. The next day, April 4th, an earthquake destroyed many homes and buildings as well as claiming the lives of over 500 people in the southern part of the country. Since the country was still recovering from the war, all emergency response personnel were still in the capitol, so many people lost their lives, in fact the only people that managed to survive were those that drove themselves out of the areas or were airlifted out by private planes and helicopters. Later in the night their were reports of race riots across the southern part of the country after the 8 OPNLF troops who were involved in the Moon City Resort Massacre were found innocent by the 3 OPNLF members(majority) of the Consulate. April 5th was marred by additional violence and chaos as 20 ex-National troops freed themselves and other captives from a Estanzuelan prison, killing 8 guards, 6 OPNLF troops and 3 bystanders; broke into a synagouge and held 30 people hostage as well as demanding the freedom of General Wong. On April 6th the population started getting even more restless and desperate after learning that most accounts were without funds, which led to mass riots and looting as well as many western Onalosians heading to the eastern part of the country to break into stores and homes for food. There was a state of fear as the country fell into anarchy. After this incident the Consulate issued a state of emergency for the country and instituted martial law. However, there were not enough troops to effectively deal with the situations which had arisen. So, on April 7th the Consulate requested aid from Damea and Alvoreem but to no avail. Nevertheless, sensing that if the wave of disorder and lawlessness continued it would create a huge refugee problem, the Alvoreem government acted. In the morning of April 9th it sent in truckloas of food and water, as well as medical and military personnel. By the evening of April 10th the hostages had been freed, and people were returning to their homes. The Consulate had also announced it would hold general elections within 8 months. The Alvoreemen government was not pleased however, it blamed the Consulate for what had happened since it "did not act soon enough". The Consulate however blamed the Alvoreemen government for "making matters worse" by first, destroying the R.B.B. during the bombing of Moraga which partly led to the chaos that ensued and secondly by it itself withdrawing its troops to early and for waiting to give aid to the country.

Post-War Onalos

Elections

After the first fair elections in over half a century in which the OPNLF, Nationalist Reform Party Of Onalos(founded by a group of Filipindinese & Blanco citizens and ex-Nationals,Royal Guard troops), Royal Constitutional Party( Re-founded by workers that lived in the Northern Federation), Laborer's Movement, New Direction Party(Founded by ex-OPNLF troops, may be associated with the Dark Knight Society), Social Democratic Party, Revolutionary Democratic Party, and the Moderate Front participated in, the OPNLF candidate was elected premier, as were some senators from all the other parties including the Royal Constitutional Party and the Nationalist Reform Party. This meant that not all Onalosans wanted change(or in the case of the New Direction Party, didn't think there was enough change), thus Premier Daniel Chavez would now rule a divided Onalos. Even though he was to be inaugurated in mid-2007, the OPNLF members asked Chavez to join the consulate in order to help lay the foundation of the new country. Thus he was performing his executive duty before the official start of his term in June 27, 2007.

Military Reform

After the conclusion of the war, Onalos constitutionally put an end to its military and the National Guard. Premier Chavez said that this measure was necessary in order to prevent the acts of the past(coup, military and National Guard starting civil war)from repeating themselves. Onalos was not left defenseless however. The legislature set up The Civil Guard , which is basicly the police force of Onalos, however, this new police force uses semi-automatic weapons and has some medical training. Another group was also set up by Premier Chavez which is called the Republican Legion. It is made up of volunteers who hold normal every day jobs, but are trained in the use of combat weapons, martial arts, and operation of combat vehicles(i.e. tanks) and aircraft(i.e. helicopters), they are basically a reserve should Onalos come under attack.

Economy

Prior to the war Onalos had a thriving economy through the sale of coffee and bananas. It also had small manufacturing plants. Presently however, the economy is struggling. Initially after the Royals final retreat they burned down over 85% of the plantations in the norther part of the country. It was immposible to send products to Alvoreem and Damea as two bridges had collapsed which made the rivers that connected to the two nations innacesable to ships. One of the buildings that had burned down during the bombing of the capitol was the Regional Bank Building, which was the headquarters of all the banks in Onalos, thus the records of money for a major part of the population had burned up. This, impart, led to the "Week of Terror". Faced with an economy that was on the verge of collapse, the senate elected to sell the surplus of weapons left over from the war to other nations and groups. This was highly controversial since Premier Chavez had promised a new era of peace. It was viewed as hypocritical because if the government wanted peace within Onalos, how then could it sell weapons to those who were using them to fight, kill and opress others? There were still two problems though, one being that the weapon sales by themselves would not be enough to jump-start the economy and the other was that those who worked on plantations were now unemployed and looking for jobs. Unemployment was at 53% and homelessness was at 28%. In order to battle these problems the government industrialized the country and started building factories to produce clothing and other manufactured goods, which led to more jobs and more products to sell. In order to make sure everyone had a home the plantion owners' mansions and estates were converted into apartments. The government also seized the plantation owners funds and added them to the national treasury. Since only smalls amount of the cash crops remained, potatoes and rice now started to be exported as well as the various fish in the southern coast and the Lisbon River.

Society

The war changed Onalos' society and the new problem of reverse-discrimination arose. After the war many were distrustful of Filipindinese and Blanco citizens. Some of the minority employers would not hire Blanco workers. It was evident that the war had left a fractured society. Many private schools banned those who didn't have parents or grandparents which worked on plantations (this was later made unlawful once private schools were baned). Even some legislators who had lost loved ones or their entire families in the war, were openly hateful of others and tried to pass legislation which discriminated against them. After a group of Filipindinese senators introduced a bill which would make it illegal to ban people from schools based on ethnicity, a law was passed which banned anyone desecended from Blancos and/or Filipindinese from holding public office. The law also nullified any introduced laws and bills made by them. This law was later removed after Premier Chavez himself took up the issue with the Court of Final Opinion. He argued that this would mean that he himself would have to be removed from office since he came from a mixed background(Afronalosi-Filipindinese mother, Blanco father). Furthermore, the author of the bill was a Mestizo, thus he had Blanco ancestry, which meant that not only would he have to resign but the same law that just had been passed would be removed, thus the law was contradictory. Four of the High Court's judges ruled in his favor and the law was removed. The extent to how deep the animosity between ethnicities runs is also evident in the adoption of the new flag of onalos, which features all the "colors" of the ethnicities of Onalos except for white.

Margarita Island

After the rebellion and the inception of a new government, Margarita Island was basically free to run its own affairs. When the war ended the Consulate wanted to re-integrate the island back into Onalos, partially because of its mineral wealth. The Governor-General refused to this, but rather than see further bloodshed the two parties came to a consensus. The island would be re-integrated into the country but would retain some autonomy. In all legal documents the island would still be considered part of Onalos. The island would still be governed by a governor-general but they would have to be re-elected every 3 years instead of five. Furthermore the island would have to give 25% of its mineral earnings to Onalos. The protection of the island would be the responsibility of Onalos but it would not be allowed to have a military presence on the island unless Margarita Island was in immediate danger. Except for the vice-premier, the Minister of Agriculture, the Minister of Education and judges members of the Onalosan government would not be allowed on the island unless they had been retired for 5 years. Also the amount of mainland Onalosans on the island would not exceed 4,000. No aircraft from the mainland would be allowed to land anywhere on the island except for Margarita Island International Airport. Onalosan tourists would only be allowed to come into the country 3 times per year and stay for a maximum of 1 month each time.

Other Changes

Constitution of Onalos

The Consulate declared the title of "president" for the head of government would no longer be used and the new title would be "premier". The Legislative branch of the government now only has one chamber and no longer is called the National Assembly but the Senate. The government system changed from a federation to a unitary form, therefore provincial governors are no longer elected. To make room for the new children who arrived from the newly freed northern and central departments, the school day for grades 6-12 was reformed to be only 4 or 5 hours long. The schools operate in two sessions with an optional elective session; morning(7:00- 11:00), elective:(11:05- 11:55), and afternoon:(12:00-4:00). Schools now only teach the required courses of Language Arts, Mathematics, Social Studies and Sciences which are an hour long each. Students may choose to take an elective course which is 50 minutes long, depending on whether they have the morning of afternoon session, the elective will be after or before their core classes. To improve the health of it's civilians the government has laid out a plan to end the sale of tobacco and alcoholic beverages by the year 2020. It has also made plans to provide free health and child care by the year 2015. The prison system(much like the rest of the country) has also been integrated. Free speech(including hate terms) are allowed as long as they do not incite violence. Freedom of assembly is also allowed but when those assembled are deemed a hate group the maximum number of people who can assemble within that group is 50.

Plan 2012

Premier Chavez has pledged that the government must reach these milestones in order

1. Prison work system 2. get teachers from other countries too teach due to lack of teachers. 3. Affirmative action for poor 4. Universal healtcare 5. universal education 6. Higher taxes on alcohol, tobbaco

The Continuing Conflict

The Dark Knights Society

After the war an insurgency group was set up to combat the Onalosan government. The Dark Knight Society is known for killing anyone it considers undesirable. It has been known to carry out attacks against citizens of all ethnicities and commonly terrorize the northern populous of Onalos. The members are known as Dark Knights and have pledged that they will not stop until Onalos is "pure once again" and "all the Blanco and Filipindinese scum has been exterminated". They also consider anyone who helps Blancos and Filipindinese "blood traitors whose actions merit death." The Society includes racists, corrupt officials and politicians. It is suspected that the Society finances its operations through illegal drug sales, protection money, blackmail and the sale of pirated items on the black market. Little is known about the members except that the higher members of the Society always wear a ring with the Dark Knight emblem on the underside. The younger members of the Society are also known for having the emblem tatooed on their body. The Onalos government has classified the Society as a racist insurgent/terrorist organization. The number of Dark Knights is unknown but estimates put them between 300-9,000. The government believes that there are at least 3,000 Dark Knights.

The NLA

After seeing the slow response of the government a group of disgruntled former OPNLF troops formed the National Liberation Army(NLA) in order to combat the Dark Knights. The NLA is centered in the jungles/plantation of northern Onalos near the Onalos-Damea border and has been known to include blancos and filipindinese within their ranks. They have been known to carry out attacks against suspected Dark Knights which has caused the deaths of over 38 citizens. The Civil Guard has classified them as a vigilante group. Their actual number is unknown but estimates range from 250 to 400 insurgents.

Government

The government of Onalos is a Semi-Direct Democratic Republic. The government has 3 branches executive, legislative and judicial.

Executive:

The title of the leader of the country is "Premier Of Onalos, Protector of the people, Leader of the nation" more commonly referred to as "Premier", which was changed from the previous title of "President of the people, Supreme Governor, One of Many Great Leaders of Onalos Grand Emperor of the Nation". The Premier is both Head of Government and Head of State. Executive power is exercised by the Premier. The Premier is currently Daniel Schafik Chavez. The premier is elected for a 6 year term for a maximum of 3 terms. In the premier elections a lead candidate must either secure at least a 45% of the votes and be at least 10% ahead of the next candidate or must secure 49% of the votes or higher. If no candidate meets this requirement there are run off elections in which the top 4 candidates run and who ever gets the most votes wins the election. If there is a tie for the fourth place the Senate decides which candidate runs. If there is a tie for the winner of the run off election then the senate and the Judicial magistrates decide who is the winner.

Legislative:

The unicameral National Assembly holds Legislative power and is compromised of 2 senators from each department( 20 departments, thus 40 senators). The vice-premier is also the president of the Senate and holds lawmaking power. Once a new Senate convenes, it must vote on a Legislator-General, who is a senator who is 3rd in line of succesion. Each senator gets one vote towards or against a bill alongside the vice-premier’s 3. A bill passes when it receives at least 25 votes. A newly passed bill may also be put to refenda after a petition by 1/3 of the electorate. Senators are elected for 3 year terms. There is no limit on the amount of times a senator can be re-elected, however a senator cannot run for another term after his 55th birthday.

Judicial:

The Constitutional Court of Onalos is the head Judiciary body and is independent of both the Executive and Legislative branches. It is compromised of 5 Constitutional Court Judges. A judge is elected through a mixture of the Premier, Senate and the electorate. The Premier and the party which holds the most seats in the senate each choose 10 people who they would like to be judges. Afterwards these 20 people are put on a national ballot and the electorate of Onalos chooses five of the candidates. The five candidates which get the most votes are elected to be judges. The judge must have previously been a judge or lawyer to hold the office and they hold their position for one term of six years. The Premier will suggest a replacement should a judge die while in office or can no longer perform his duties and upon the approval of the senate, the candidate shall be sworn in as a judge. High Magistrate is the head of the Judicial Branch.

Administrative Divisions

Onalos is divided into 20 departments and each department has a capitol city. The Moraga department's capitol city, Moraga City, is also the national capitol. Each department is further subdivided into municipalities. Each municipality is governed trough a municipal council or in the case of the departmental capitol city, a City Assembly. The councils/assemblies are elected through local elections and are in charge of the runing of their municipalities.

Influences

This is about the real life countries, people and events that influnced Onalos.

Argentina: After the Argentine economic crisis many banks closed and people didnt have access to funds so they rioted. This event partially influenced the Onalos "Week of Terror".

Chile: The Royal party killed most of their opponents just as the government of Agusto Pinochet killed and tortured many of their opponents.
