History

The Exiled Nation of Oppressed Communists was formed from the previous nation [CENSORED] which after many years of a corrupt monachal government was bought over by a revolution from the general citizens of the country. After the revolution the high ranking middle class chose a small provisional government to lead the country into the new era.....this was not what was wanted by the country's communist party who were able to overthrow the government in one night and declare the country a communist state. It was then declared that the governement was un-ceaselessly aim for a world socialist revolution and set up many communist cells in other countries to carry this out. This was the first step in the path towards true communism as put forward by Karl Marx in his "communist manifesto". As the Bourgeoe had overthrown the autocracy and were now in power. Sadly the revolution never got to the final peasant revolt as the newly elected bourgeoe government started to prey upon the weakened peasant class. This stopped the final revolution from taking place. A small minority of the middle class saw what was happening to the once beloved and formed an oppostion to the new government and so plunged the country into civil war. The war was lost by the new opposition and many of them were executed with show trials, however many were able to flee to other states and a few set up the ENOC.

Governmental structure

The country is based upon Stalinism. This means that all the governmental power is centralised in one person, in the ENOC this would be [CENSORED] or as more commonly known -Uber Communist Dictator or UCD. It also centres around the suppression of other political and idelogical views in the country so that the main party will always be able to stay in power due to the lack of a votable oppostion. This is kept under control by the secret police who have all powers to exterminate any opposition or rival ideologies. There main difference with the ENOC and a true stalinist state is the aggressive foreign policy. Normally an aggressive foriegn policy is associated with a stalinist state but this has been supressed due to lack of need for territory, which may grow if the population keeps expanding. The governement works from the workers up to the president (UCD). The points needed to create an idea for a law are put forward by the lower levels of the Communist Party to the Party Congress. From here ideas are then looked at for feasability and put forward to the central committee. The central committee would not meet on regular basis, so important desicions would be made by the "Politburo" . Other descions that would relate to personnnel descions inside the party (appointments) would be made by the Orgburo but would be under ultimate control of UCD. Any desicions made by the Orgburo would be implemented by the Secretariat and would also prepare work for the Politburo. The Sovnarkom would be ultimately in charge of the "soviets" (the groups that represented the workers and the army politically) and despite decisions being put through it, it wields no real power. Little Sovnarkom is in charge of the Labour force of the country while the defence council controls the militray aspect of the nation. All of these boides are ultimately controlled by UCD and he will finalise any descions, wether realting to foriegn or home policy.
