Outlaw Necrophilia was the 8th Moral Decency category resolution to reach the UN Floor and was preceeded to the floor by two repeals. The resolution was the first resolution sponsored by Karmicaria and focused on protecting the rights of the deceased by recommending that nations outlaw necrophilia and provide counseling to those people to perpetrate the act. The resolution provided an international definition of necrophilia that is consistent with the modern day English definition of the act. This resolution represents a text book example of the Moral Decency category, in that it promotes the protection of one group by encouraging a slight restriction on the rights of all groups.

Resolution history

Proposal campaign

Karmicaria and a few others nations conducted a telegram campaign in order to gather UN Delegate approvals for this proposal. The proposal recieved over 140 approvals prior to reaching the UN Floor at two days after the conclusion of the previous item on the UN Floor, Repeal "Support Hemp Production". The official UN Floor debates continued in the same discussion thread as the second draft proposal thread.

UNITED NATIONS RESOLUTION #178
Outlaw Necrophilia
A resolution to restrict civil freedoms in the interest of moral decency.

Description:
The NationStates United Nations,


DEFINING necrophilia, for the purposes of this resolution, as any unauthorized sexual act, performed on a deceased individual,


DISTURBED by the occurrence of necrophilia within the member nations of the UN,


NOTING that a corpse is incapable of consent, and that such lack of consent is why rape is commonly considered an inappropriate act,


OBSERVING many cases of emotional damage to the families of deceased individuals in cases of necrophilia,


RECOMMENDS that member nations outlaw the desecration of corpses,


STRONGLY ENCOURAGES member nations to punish those guilty of corpse desecration to the fullest extent of the law, and,


CALLS UPON member nations to provide counseling and medical care for those engaging in acts of necrophilia.
