The Pacitalian Development and Advancement System (PDAS) is an alternative to the CHDI or UNHDI measurements of human and/or societal development. The PDAS ranking system is different in that it is more general in order to group nations by economic class and social development. Its relativity, rather than its reliance on absolute mathematics like its counterparts, forces countries to meet four of the five, or all of the five, criteria in the category level in order to receive the corresponding rating. This is to eliminate the possibility of discrimination by political ideology and to avoid favouring democracies over dictatorships provided the latter's social services or educational institutions are established and their literacy rate is high, even if a dictatorship has low social or economic freedom.

Grade Rating Criteria
A Very high
  • Per-capita gross domestic product at or exceeding NS$40,000
  • Very strong, established social and economic freedom
  • Abundance of educational institutions and social services
  • Literacy rate at 97.5 percent or higher
  • Outstanding environmental record
  • Substantial, widespread foreign and/or regional influence
B High
  • Per-capita gross domestic between NS$30,000 and NS$39,999 (inclusive)
  • Strong social and economic freedom
  • Sufficient number of educational institutions and social services
  • Literacy rate at between 91.5 and 97.4 percent (inclusive)
  • Good environmental record
  • Strong foreign and/or regional influence
C Satisfactory
  • Per-capita gross domestic product between NS$20,000 and NS$29,999 (inclusive)
  • Developing but recognised social and economic freedom
  • Developing educational institutions and social services
  • Literacy rate at between 75.0 and 91.4 percent (inclusive)
  • Improving or moderate environmental record
  • Some foreign and/or regional influence
D Fair
  • Per-capita gross domestic product between NS$12,500 and NS$19,999 (inclusive)
  • Newly initiated social and economic freedom
  • Recent establishment of educational institutions and social services
  • Literacy rate at between 60.0 and 74.9 percent (inclusive)
  • Fair or poor environmental record
  • Little foreign and/or regional influence
E Unsatisfactory
  • Per-capita gross domestic product between NS$6,000 and NS$12,499 (inclusive)
  • Little or no social and economic freedom
  • Advocacy for, or possibility of establishing, educational institutions and social services
  • Literacy rate at between 40.0 and 59.9 percent (inclusive)
  • Poor environmental record
  • No foreign and/or regional influence
F Poor
  • Per-capita gross domestic product at or below NS$5,999
  • Absolutely no social and economic freedom
  • Educational institutions and social services are poor or do not exist
  • Literacy rate at or below 39.9 percent
  • Very poor environmental record
  • Isolationism
