The Pan-Lexicon Treaty Organization

The PLTO was a defensive and economic alliance focused on Peace in The Lexicon. Following the The Great Lexicon War however the alliance was dissolved.

The Pan-Lexicon Treaty

We, in the interest of promoting international security and cooperation, state that this treaty allows for the creation of the Pan-Lexicon Treaty Organization and pledge ourselves to hold by the tenants enumerated in this treaty and to perform the duties is asks of us to the best of our capabilities and with diligence and to cooperate fully with other member nations:

I: All member nations pledge to refrain from using armed force as a method of resolving international dispute, and will seek first to use all means short of war.

II: All member nations will consider an act of agression on one to be an attack on all and will respond in the appropriate manner. Military action will be avoided if possible but employed if necessary.

III: In the event of internal strife within any member nation all other member nations will be obliged to provide the peacekeeping forces and humanitarian aid necessary to secure that nation's stability and the wellbeing of its people.

IV: All member nations agree that they have no current treaties which would conflict with this one and will refrain from signing future treaties that would conflict with this treaty.

V: Member nations will refrain from establishing excessive barriers to trade and travel with other member nations.

VI: The PLTO will be governed by the Governing Council, consisting of a secretary from each member nation. Individual members reserve the right to decide the method by which these secretaries will be selected.

VII: Member nations may carry out any of the responsibilities stated above as a joint action if the Council votes to do so by a majority vote.

VIII: New member nations may apply for admittance and will be allowed to join the PLTO by a 2/3's vote of the Council.

IX: The Council may eject member nations by a 2/3's vote if they fail to uphold the responsibilities and conditions enumerated above.

X: The Council may ammend this document by a 3/4's vote.

Amendments

I. Governing Council Procedure

A. Council Procedures 1. Any member nation may propose an action of the PLTO or an amendment. 2. Once a proposal has been made it will be subject to debate, review and alteration for 3 days. This process may be ended prematurely if all members unanimously express a desire to. 4. After these 3 days are passed or the process is ended early the proposal will be available to vote on for another 3 days. If all nations vote on a proposal before the three days are finished the voting will end, and the proposal will be declared either passed or defeated. 5. In the event of an overt act of agression against any PLTO member the debate period and voting period will occur simultaneously. 6. A defeated proposal may not be made again until at least a week has passed since the conclusion of voting.

B. Membership Application Procedures 1. Any nation may apply for membership. 2. Nations who apply will be subject to a 3 day review period. This period may be ended early by the unanimous agreement of all member nations. 3. Voting will take place over another 3 days. If all members vote before this period is up the voting will end and the results declared.

II. The Chairperson

A. The Governing Council shall be moderated by a chairperson chosen from among the currently seated secretaries. The positon of chairperson shall consist of the following responsibilities: 1. The chairperson will be the Speaker at all secretarial meetings of the PLTO. 2. The chairperson will post all review and voting threads on the Forum and control their opening and closing. 3. In the event of a tie, the chairperson will have the tie-breaking vote. 4. The chairperson will speak on behalf of the PLTO as an organization in PLTO Public Relations.

B. The chair shall have a term of two months, with voting to be held on the first day of each even-numbered month (February 1st, April 1st, etc.) Nominations shall be taken on the twenty-fifth day of the month preceding elections. There shall be a review and campaign period until the end of the month, then voting shall take place on the first day of the new month.

C. Should there be no opposition candidate for the chair to come forward on the twenty-fifth, elections shall be by-passed and the incumbent chair shall remain in their current post. There shall be no term limit to the chairperson position. Should the chairperson choose to step down from their position, the chair shall be responsible for immediately posting a nomination thread in the Role-Playing forum for a new chair. There shall be a five day review and campaign period for candidates with voting held the following day.
