Pantocratorian Ambara is a Pantocratorian colony on the continent of Ambara. It is administered by Premier Louis-Isaac Fontainbleu, the elected head of government in the Colonial Legislature. The practical head of state is Governor Sir Pierre Phocas, who holds a vice-regal position, representing the Emperor of Pantocratoria.

Circumstances

After the initial stages of the Second Ambaran War, Pantocratorian military bases and facilities were constructed to support allied operations in Marlund. In the course of establishing those bases, it was determined that the area between Marlund and Adoki was mineral rich, having especially large quantities of uranium. Pantocratoria had long been highly dependent on mineral imports, through a combination of the fact that the Pantocratorian Archipelago was relatively mineral poor and Pantocratoria's strong environmental legislation which forbade significant exploratory digging let alone mining even where mineral deposits were thought to exist. Additionally, Pantocratoria was facing a developmental difficulty in the form of rising population levels - how would it be possible to preserve the Pantocratorian countryside and affluent agrarian way of life as the cities naturally had to expand to accomodate an ever-increasing population? The prospect of establishing Pantocratorian settlements in Ambara seemed an ideal solution to both of these problems, and could be made to complement Pantocratorian and Danaan efforts to bring peace and stability to the continent. After extensive consultation with the governments of The Resurgent Dream and Marlund, and some consultation with the government of Adoki on the matter of the colony's southern border, the unsettled province between Marlund and Adoki was claimed for the Pantocratorian Crown, and the Colony of Pantocratorian Ambara was proclaimed.

First Settlers

There was an unexpected rush of settlers seeking a new life in Pantocratorian Ambara, a fact attributed by many to Pantocratorian weather. This is, obviously, an over-simplification, and the reasons different groups of settlers had for coming to the new colony are highly dependent on their previous circumstances. Over-crowding, high rent and poverty in parts of New Constantinople, for instance, led to many eagerly taking up the promises offered by mining companies whereby they would be given a family house on a comfortable block of land in Andrium in exchange for signing on for a three to five year contract. Comparatively high unemployment in the Exarchate of New Jerusalem led to many settlers from that part of Pantocratoria seeking a new life in Ambara. A significant number of African-Ambarans from Marlund immigrated to Pantocratorian Ambara (often despite the protestations of the Pantocratorian colonists) rather than wait and see whether the new democratic regime in their home nation would last.

Despite the bulk of African-Ambaran immigration taking place via unauthorised border crossings, a general amnesty was declared by the newly installed Governor, Sir Pierre Phocas, under which any undocumented immigrant who sought to become a citizen of the colony would be accepted as such if they reported to the Department of Immigration and pledged allegiance to the Emperor forgoing any other citizenships within a three month period - a process much more straightforward than the citizenship tests and criteria imposed in Pantocratoria itself, designed to grant citizenship to any who desired it. In so doing, Sir Pierre angered some groups of settlers from Pantocratoria proper, who believed that the African-Ambarans should be deported to Marlund, but the action had been approved by the Pantocratorian Imperial Government (the colony not yet having its own parliament). The move prevented the African-Ambarans becoming a political underclass in the colony which might have been exploited by unscrupulous businesses and which didn't enjoy the same rights as the colony's other inhabitants under the law, although due to their lower levels of education, the fact that they tend to be Protestant as opposed to Catholic or Orthodox, and obvious racial differences, there is still a significant social divide between them and the settlers of Pantocratorian origin.

Politics

The Colonial Legislature is a sixty eight (68) seat unicameral parliament. The first round of elections produced no clear majority, although the Ambaran Christian Democrats had a plurality. With no party able to form government, a second round of elections was held, which also produced no clear majority, but an Ambaran Socialist Alliance plurality. Cecile Bucelli, the Socialist Leader, was able to secure enough independent support, to form a minority government in December, 2005.

After the Farmer Affair, in which an African-Ambaran man, Xerxes Farmer, died in a public hospital after allegedly receiving a lesser level of care as a result of institutional latent racism in the health department, a fresh election was held in early 2007 and the Christian Democrats won government outright, with 37 seats. Louis-Isaac Fontainbleu, the leader of the Ambaran Christian Democrats, became Premier.

Ambaran Christian Democrats United Christian Front The Ambaran Christian Democrats (Démocrates Chrétiens Ambarains) are, much like the United Christian Front in Pantocratoria, a socially conservative party, although they also tend to be more economically conservative than the more moderate members of the United Christian Front. Ambaran Socialist Alliance Pantocratorian Socialist Alliance The Ambaran Socialist Alliance (L'Alliance Socialiste Ambaraine) is a moderate socialist party formed out of regional socialist organisations and trade unions. It is affiliated to the governing Pantocratorian Socialist Alliance in the mother country. They stand for the establishment of Pantocratorian Ambara as a model socialist state without the large disparities of wealth and social inequality seen in Pantocratoria. 37.9% 29
