The Dominion of Poggrom is an astounding, ever-increasing, militarized Nation. Having arosen from the ashes of a previous, crippled government, its new priorities have now turned towards rebuilding its army capabilities; The strongest reason for Poggrom's crimeless life and iron-tight security, since the military is more involved in keeping order inside the Nation, than outside its (constantly re-defined) borders.



Government

The enormous political entity presently conceived as the Iron Eye centers its field of vision on Defence. Since its rise to power, government expenditures in military funding have shifted from 5%, the maximum allowed by its antecessor, to 35%, a regional all-times high.

The state is also focused on strict control of its own territory, and therefore tends to nationalize and "absorb" anything that falls out of its sphere of decisions. Though corporations do exist and are indeed a cornerstone to Poggrom's financial progress, their capacities are limited by the series of security policies issued by the Government.

While dissenters inside Poggrom are rare, they do ocassionaly form into average-sized groups, and the statal GESTAPO-reminding IPOS (Iron-Eye Peace & Order Squadrons) are prone to quench any organization, idealist crowd or family reunion that remotely-resembles a civil uprising. Meanwhile, cameras are outposted on every street corner for the sake of aiding the police in its search for criminals (also labeled "civilian threats" when nobody's listening).

The Holy Republic of Blondie and Kaylee concedes the IAC a 20x15 miles terrain inside their borders for nuclear development. Iron-Eye diplomats are currently traveling to the nation, hoping to further evolve international ties into defensive treaties.

The first explosion takes place 19 hours after concession of Holy Republic territory, with an average force of 21.5 megatons. Some ("very little", according to IAC representatives) radioactive decay rains down on certain agricultural fields, though it would appear Poggrom health-care cleaning trucks are on their way. Four different nuclear tests are expected to take place in the subsequent 72 hours.

In a mutual agreement costing the Nation almost 100 million Ironpillars (150 Million USD), Poggrom has recently began nuclear tests upon the waters of the Atlantican Islands. The state's navy is to supervise the operation, so as to ensure its population's safety. This mutual agreement from the nations of the Axis of Evil takes the Iron Eye one step ahead in its diplomatic relations among other militarily-forceful nations.

The first explosion blows away a choral allotment, with a strenght of 16 Megatons. Iron Eye Army Officers are still debating whether the tests will continue closer to the islands, or farther away in order to ensure Atlantican citizens' well-being. In a recent press conference, Iron Eye representatives appear to have given a clue that the former is more likely to take place.


History

Consolidation of power

In the beginning of 1988, a party called the Defenders of Bavarian Honor and the Iron Nation was created in Zhytmininsk, Huertumn. At the time, the country was a pro-soviet, parliamentary democracy, with two-thirds of the Chancillery belonging to the communist party. Bromas Lokust and Ivor Wamtender formed a branch of this league on March 7, 1989. In 1990, Lokust, Boris Bielsa and Louis Vartskyn, changed its name to the Iron Nation Party (usually abreviated INP). This party was the formal forerunner of the Iron Nation, and became one of many populist movements that existed in Huertum after its defeat in the 1987 River War.

Between 1991 and 1996, the Iron Nation Party began a series of measures to merge the former with the remains of the anti-communist portion of the national government into one entity. It was also during this time that the latter managed to turn its racial views to legal practice with Huertumn becoming an anti-East Pacific and racialist state after the passing of the Honor Laws in 2000.

The party's first act to merge the Iron Nation party and Huertumn anti-communist government section was upon the death of Chancellor Regis Noboristein, head of the Soviet council of Blinnikov, in August of 1998. Three hours before Noboristein died, the party's alliance with the right-wing portion of the government passed a law to take effect on Noboristein's death which prescribed that the office of Chancellor would be merged with that of the Iron Nation Party, and that the latter would henceforth be the primal political support of the Government. By this action, the Iron Nation Party gained access to the country's parliament and politics office in a single night.

In the mid 1997s, the Iron Nation Party appointed and staffed nearly the entire Huertumn government with INP officials. In addition, the IPOS had by 1998 become the right-wing contribution to the state police service controlling all aspects of law and political enforcement. By the time the Soviet belicist intervention began in 1999, there was virtually no distinction between the Iron Nation Party and half the Government of Huertumn, both of which were considered the same.

The original act which made the INP the all-consuming government of Huertumn, the Power Decree, was renewed in 1999 and then in 2002 for an indefinite term. Even as late as 2004, however, there were those in Poggrom who believed that the INPs were simply a political party who were currently in power but could be voted out of office when and if the Poggromian people so chose. On paper, at least, the Iron Nation rise was not to last forever and some people saw the Power Decree as temporary only until the Soviet Intervention was over, at which time Poggrom would again become a democratic country with a Chancellor and right-wing office split into two separate sections once again (this is what in fact was intented to happen when the soviet military attempted to advance into the capital). Most likely, however, had the left-wing triumphed during the intervention, the Iron Nation Party would have resorted to other means to achieve its goals.



Remilitarization

After the River War ended with a capitulation of Huertumn, the victors imposed severe economical restrictions upon the country's financial strenght. Corporations were restricted, national tax rate hit an all-time low, and any form of exportation that soviet-aligned officials could consider 'capitalist taints on the nation' were banned. Huertumn's military budget was to be cut to about one-fifth of its original number, being the remaining funds available to be spent at Welfare and Wealth Redistribution. Tanks and heavy artillery were legally allowed, but mostly impossible to build due to the heavy economical restrictions imposed on army production. In 1990, general conscription was abolished, after the left-winged soviet government representative, Vladimir Bierb, publicly deemed it as "obsolete and unappropiate for modern society".

Huertumn immediately began circumventing these conditions. A secret collaboration with the South East Pacific began after the treaty. Major General Louis Hasse traveled to Mone in 1991 to further negotiate the terms. Huertumn helped capitalist Mone with industrialisation, and Mone officers were to be trained in the country's soil. Huertumn tank and air force specialists would be trained in the nation's capital, and the latter's chemical weapons research and manufacture would be carried out there along with other projects. Around three hundred Huertumn pilots received training at Lipetsk, some tank training took place near Kazan and toxic gas was developed at Saratov.

After the death of Chancellor Regis Noboristein, in August 1998, all soldiers were ordered to take a personal oath to the INP. This process went smoothly for the most part, since Iron Nation ideology was popular among Poggrom citizens and the military. Poggrom began openly ignoring the earlier provisions and mandates. Conscription was reintroduced on 16 March 2001 and while the size of the standing army was to remain at about one hundred thousand, another one hundred thousand would receive training each year. The conscription law introduced the name Iron-Eye Peace & Order Squadrons, so not only can this be regarded as its founding date, but the organisation and authority of the IPOS can be viewed as Poggrom creations regardless of the political affiliations of its high command (who nevertheless all signed personal loyalty oaths to the INP). The insignia was a stylised version of the Iron Eye, that had first appeared as an aircraft and tank marking in late Soviet intervention armed conflicts.



Economy

Poggrom quickly turned from former Huertumn's economy-mxed agricultural basis, to a full-scale industrialization. Most of the nation's opulent lifestyles are owed to the INP neo-protectionist finance plans, which swing from oppressive and restrictive statal factory production, to free-roaming, market trading corporations.

Commerce

While Poggrom has frequently stated "it would rather see its skies rain fire than lend a helping hand to the soviet threat" in the 2001 Ballistic Commerce Treaty, many left-winged Nations currently conform its biggest buying market. Since the sudden urge for industrialisation was not progressive, lack of time for the establishment of a decent infrastructure led to the necessity of selling just about anything that wasn't nailed to the ground. During the 1998 merge of the INP with the right-wing portion of the government, several pro-soviet monuments were known to have "vanished" from public squares, only to appear a few years later in neighbouring nations with a screwed-in price tag.

Poggrom's greatest production derives from Uranium Mining, which since 2003 has become the Nation's most promising mining sector. Though the former soil was populated by a centuries-old forest commonly labeled the South-East Pacific Lung, most of the enviromentalist protesters were persuaded into quitting their campaign either by vast sums of money, or vast sums of IPOS.

As an added element to its current left-wing market, 2004 introduced what would be dubbed by Poggrom financial analysts as the incentive of Bullet Ironpillars. Closely behind Uranium Mining, the manufacturing of Armament is constantly on the rise as exchange goods for future sells. However, since most of the military production is distributed among the army, not much of this market branch has become useful.


Nuclear Program

Origins

The first successful experiment with nuclear fission was conducted in 1992 in Huertumn by the physicists Dmitri Lancaster, Ulrich Kleinz and Fritz Strassman.

During the Soviet Intervention, a number of nations embarked on crash programs to develop nuclear energy, focusing first on the development of nuclear reactors. Poggrom heartedly disbanded all documents belonging to its political antecessor, declaring it would re-discover atomic energy on its own. The first self-sustaining nuclear chain reaction was therefore obtained by Enrico Fermi in 1998, and reactors based on his research were used to produce the plutonium necessary for the 2004 nuclear tests in the Athuan Mountains. Several soviet nations began their own construction of nuclear reactors at this point, primarily for weapons use, though research was also being conducted into their use for civilian electricity generation.

Electricity was generated for the first time by a nuclear reactor on December 20, 1999 at the EBR-I experimental fast breeder station near Lutsk, which initially produced about 900 kW.

In 2001 a report by the IAC (Iron-Eye Atomic Comission) made a "relatively pessimistic" assessment of nuclear power, and called for "aggressive research in the whole field of solar energy". A December 2001 speech by Iron-Eye representatives, "Atoms for Warfare", set Poggrom on a course of strong government support for the international use of nuclear power.


Safety Debates

On June 27, 2002, the region's first nuclear power plant that generated electricity for commercial use was officially connected to the Axis of Evil power grid at Blinnikov, Poggrom. The reactor was graphite moderated, water cooled and had a capacity of 95 megawatts (MW). The second reactor for commercial purposes (2003) was Marwe in Lutsk, a gas-cooled reactor with a an initial capacity of 295 MW (later 400 MW). The Kazansaky Reactor (Blinnikov, 2004), a pressurised-water reactor, was the first operational nuclear generator to massively generate plutonium in Poggrom soil.

In 2003, the chairman of the IAC (forerunner of the Poggrom Nuclear Regulatory Commission) famously declared that nuclear power should be "used for blowing up those damn east-pacificans" and foresaw a thousand nuclear warheads on line in Poggrom by the year 2010. He promptly disappeared from his home a few nights later, leaving behind his beach house and a pair of smoking shoes, both of which were expropiated by the government shortly after.

Thanks to the contribution of the nearby nations in the Axis of Evil and the Shippingport power plant, Blinnikov became the fastest developing nuclear research city in 2004.


Military Use

Poggrom has yet to develop any nuclear weapons at all. The IAC is still stirring controversy among the highest globes of government control as regards the use of Atomic Energy for warfare.
