Politics of Billopesha takes place in a framework of a parliamentary representative democratic republic,
although the unique government system could also relate to a presidential republic. In the system, the Prime Minister of Billopesha is both the head of state and the head of government, which is unusual for that title, who is elected via a pluriform multi-party format. Much of the law is managed by the Silvereye of which Billopesha is a member of. Executive power is exercised by the government, legislative power is vested in both the government and the two chambers of Parliament, the Government Senate and the People's Representatives. The judiciary is independent of the government but is answerable to the Silvereye Grand Council of Principal Order. The government runs to the Acumist System, part of the philosophical ideology of Acumism.

The present form of government was established on 14th November 2005, when Lord Richard VI abdicated and a republic was formed. Two constitutions were written; the Silvereye Constitution, an international constitution which deals with main constitutional law and the Billopeshian Constitution. The constitution was instigated on 8th May 2006.

Constitution

The main constitution in Billopesha is the Silvereye Constitution based on the supranational law system of the Silvereye. There is a less powerful national constitution called the Billopeshian Constitution which deals with more national and undefined constitutional law. According to the two constitutions, there is a specific government system which is presented below (click for larger image).

Executive

The executive branch is lead by the Prime Minister.

Billopeshian Cabinet

The Billopeshian Cabinet is the national executive body of Billopesha who decide on what policies to implement according to constitutional and municipal law. The members are selected by the GCPO out of the Billopeshian Senate from the ruling party, and once elected, cannot serve as the representative of a constituency. The elections occur every time a general election is held. The leader of the Cabinet is the prime minister, who is currently Aaron Thorne and the second most importent member is the President of the PR, who is currently Timothy Darwin.

Legislature

The legislative branch of the Billopeshian government is the National Parliament which is bicameral with two houses and forms part of the Silvereye. It is based at the 'Grand Stage of Politics' in Billopec, Billopesha.

Billopeshian Senate

The Billopeshian Senate is the lower house of the National Parliament of Billopesha . It consists of two senators from each of the 225 constituencies, with a total of 450 senators overall.

Function

The two senators represent their constituency, expressing the opinion that was reached at that constituency's 'Communal Assembly'. Each senator belongs to one of the five parties active in Billopesha and has the power to vote over the 'Municipal Laws' that govern the public's quality of life. The head of the senate is the Chief Senator who is a member of the Cabinet and the second most powerful individual after the President. This position is currently held by David Redway. The senate does not have any power to change the Silvereye Constitution by making new laws but can vote to approve or disapprove of any bill to begin a debate on the issue. Members of senate are selected by the GCPO to become ministers in the Cabinet, which occurs after every president's term in government.

Internationally, the senate's power is weak as the GCPO greatly overshadows the senate's legislative power. The Billopeshian Senate barely has power in the voting through of constitutional law, mostly just having the influence to decide how they are enforced. It is more of a group of representatives than a legislative body, but they do have power over the 'Municipal Laws'.

History

The Billopeshian Senate was formed in AD104, when the Roman Empire in Billopesha collapsed, as a group of senators that would advise the Lord on what course of action to take and cooperate with the other sectors of the Silvereye on legislative, executive and judicial matters. When the Western Roman Empire took control of Billopesha in AD407, the Billopeshian Senate was disbanded until in was reinstated in AD682. The senate’s power was weak as the monarch held the most power over the country, although the senate did have a considerable influence. The senate became powerful during the periods of the Billopeshian Empires, where it engaged in diplomacy with many powerful factions.

But it wasn't until the late 18th Century when the Billopeshian Senate's power expanded greatly, mostly caused by the effects of the Billopeshian Civil War. It gained further power due to the influence of democracy from other newly formed republics which made Billopesha the last monarchy of The Confederates.

In 1971, there was a resurgence in the growth of imperialism which spread into the Senate with Max Trotter (1945 – ) being elected as the first imperialist senator. Then, in 1985, Senator Trotter established the Imperialist Enterprise as a branch of the Billopeshian Senate. During the course of history, the senate gradually gained increasingly more power over Billopesha, showing the democratic superiority. This then accumulated into the Political War of 2005 where to two opposites clashed and resulted in the dissolution of the monarchy. The Billopeshian Senates power had reached a pinnacle and basically ruled Billopesha independently after Richard VI's abdication until a president was elected.

Political parties

These are the main political parties involved in the general elections. After the May 2006 general election, the status of the parties and their seats are as follows.

The government emphasises the significance of education and a reform of the social welfare system and migration. The party is supported by intellectuals who say the party shows a great sense of wisdom and consciousness and is surprisingly endorsed by both theists and atheists. The party is very influential in The Confederates and was a significant founder of the Silvereye Constitution. It is currently the largest party in Billopesha and currently rules with a large majority. Many people, though, find the parties policies hard to grasp and too radical to be established effectively. 61% 283
Imperial Independence Party Vacant The Imperial Independence Party is a conservative party that aims to make Billopesha independent of the Silvereye and establish a democratic dictatorship. The party is a main rival to the Central Acumist Party and disagrees with their very large government. The party believes in the Catholic religion being firmly re-established as a national identity with 'infidel' organisations outlawed. The party focuses on industry, healthcare and social welfare. 24% 88
New Communist Party of the Billopeshians Senator Matthew Powell The New Communist Party of the Billopeshians is party which believes in the beliefs of Karl Marx and hopes to implement the system to benefit the public. The party expresses surprisingly moderate policies on globalisation, employment and rural development. The party has a tolerant view on religion but with support to atheism and extensive plans for helping develop poor countries around the world. The lack of diversity in the government makes the party more unpopular but gains significant support from Trade Unions. 15% 74

Local Government

Local governments are established in each of the 275 constituency which is represented by two senators of the Billopeshian Senate. At every general election, a new pair of senators is elected in each constituency and the winning party will have established a senatorial seat there.

Influence

In Billopesha, local governments are very important in trying to present the views of the constituency in the government. Every month, a 'Communal Assembly' is held at the 'Local Political Hall' where any member of the public over the age of 13 can attend and debate issues that they believe need to be addressed or existing ones they are concerned about. In the meeting, when someone expresses a view, the two senators resolve the issue on behalf of the government. If they are unable to resolve the issue, a immediate vote is done by the attendees on whether they agree with the issue put forward. The process is made easy by using technology. If the majority agree, then that issue is put on the 'Communal Queries List' and this list is then put in the long queue of all the CQLs of Billopesha with the issue most disagreed on put at the top.

At a senatorial meeting, the senators of each local government present their people's issues to the Billopeshian Cabinet and the Silvereye in the list order. If the issue involves a constitutional law, then the query is resolved by the Silvereye Grand Council of Principal Order (GCPO). If the issue involves a Municipal Law, then the query is resolved by the Billopeshian Cabinet. Once the issue is resolved, then the other foreign branches have their say on the issue. Any other issues that might result from the discussion of a particular issue will go through the same process. If all the issues are resolved, then the pairs of senators return to their constituency to give the results in the next Communal Assembly. If more issues are then put forward, then the process starts again.

On the other hand, there is the slim possibility that someone’s expressed opinion might be considered correct both by the Billopeshian Cabinet and the GCPO. In this case, a law is created which resolves the issue which is presented and then voted on by the Members of the Silvereye. If the majority agree on the law, then it is passed. An award is given to the person who originally put forward the issue know as the Citizen Award for Outstanding Political Innovation. If one person gets four of these awards, then they can be appointed a senator. This form of law-making is called a 'Full Citizen Influence Law' (FCIL). If in one presidential term, 20 of these laws are passed, then a vote of no confidence can be instigated.
