Social Contract

The Social Contract was drafted by Sacha Gavri. The document itself is brief and nearly illegible, yet it's claimed to contain written language. The contract is an agreement between government and business to protect the citizen, yet does not set up a system to do so. The Social Contract is signed by Sacha Gavri, Ludvik Novgol, the head of each major Fodist corporation, and Nokona, although this is disputed. The Social Contract was passed by popular referendum in 2004.

Cairo Paper

The Cairo Paper is the document which establishes the current system of government, ratified by popluar referendum in 2004 (after the Social Contract). It established three basic governmental divisions, the Adel, the Duma, the Baza, and outlined the function of each.

Adel

The Adel is the supreme authority, which consists of the Emperor and his Consul. The Emperor has the power to enact any domestic or foreign matter he wishes. He serves a life long term and is succeded by an heir. The Consul consists of the Consul of Love, Consul of Truth, Consul of Peace, and Consul of Beauty, all of whom are appointed by the Emperor. The duty of each Consul is to advise the Emperor in leading the nation.

Duma

The Duma consists of one thousand Speakers, each serving a four year term. There's a Speaker in the Duma for every Ward. A speaker is elected directly by the people. The Duma can propose law for the Emperor to enact, but cannot enact law itself. They also decide whether to accept or reject laws from the Emperor.

Baza

Baza is comprised of completely unknown people. Neither the Emperor or the Duma may exercise authority over Baza. In the few obscure actions of Baza, all of which were passively accepted, they dismissed a plethora of laws (1766) and have adjourned the Duma (1788).

Political Divisions

The Boja Act established two distinct facets of governance, an Urban Boja and the Rural Boja. Wards which wish to be governed by a city-orientated administration register with the Urban Boja, while wards which wish to be governed by farm-orietnated administration register with the Rural Boja. Each Boja functions seperately in the Duma, establishing law for their own Wards. There's also a third Boja, the Etal Boja, which contains the Wards neither Urban nor Rural. The Etal Boja remains the largest Boja to date.

The Local Rule Act created the federal structure known today, and delegated authority to the various administrative institutions created. It established clear definitions as to who may excercise authority.

  • A District is as follows:
    • a land-based division five-hundred kilometers long and five-hundred kilometers wide.
    • A Marshall will be created for each District,
      • to be granted by the Emperor
      • to enforce the law of the Empire
      • to enforce the law of the District.
    • A Stat-Duma will be created for each District,
      • to represent the people of that District.
      • to enact law of the District.
    • A Stat-Baza will be created for each District,
      • to protect the citizen.
  • A Ward is as follows:
    • a people-based division of one tenth percent of the national popoulation
    • A speaker will be granted to each Ward to speak in the Duma
    • A ward may join one of two institutions
      • the Rural Union, for Wards with farm-like trends
        • under which Wards are subject to Rural Law
      • the Urban Union, for Wards with city-like trends
        • under which Wards are subject to Urban Law
