Since the city is pretty close to Anarchy, citizens here receive the most freedoms. The city is close to Anarchy as there is no police force, like the rest of the country, and the mayor is a local convience store clerk. The major doesn't truely care about "ruling" the country. The major is basically just in charge of keep updates with the rest of the country. Even with the partial anarchy, the penguins there have no problem with flying the flag and generally being part of the country. The city also features the most clubs per capita in the country. The penguins genually spend most of their time partying. Pt. Macaroni is one of the three major party cities in the country, and second in a country from a natonal partying study.
