The Plutocratic Oligarchy of Puerto Royale is a huge, economically powerful nation, notable for its compulsory military service. Its hard-nosed, hard-working, cynical population of 989 million enjoy great individual freedoms in everything except elections, which, where they exist at all, are populist shams for a dictatorship government that has no intention of ever giving up power.

There is no government in the normal sense of the word; however, a small group of community-minded, pro-business individuals is mainly concerned with Defence, although Commerce and Law & Order are on the agenda. Income tax is unheard of. A powerhouse of a private sector is led by the Arms Manufacturing, Retail, and Automobile Manufacturing industries.

Major cities are suffering under water rationing, the latest Harry Potter book is a bestseller, fur coats have become the latest fashion trend, and the government is avowedly atheist. Crime -- especially youth-related -- is crippling, probably because of the country's utter lack of prisons. Puerto Royale's national animal is the Parrot, which teeters on the brink of extinction due to widespread deforestation, and its currency is the Dubloon.

Puerto Royale is a seething den of vice and corruption, capably managed by a small Cadre of the most ruthless (and resultingly wealthiest) buchaneer residents.

The remainder of the population works for said Cadre (either directly or indirectly) as henchmen, men at arms, outfitters and suppliers. Puerto Royale's only industry is piracy or the supply of pirate vices and supplies. Taverns, Bordellos, Opium dens, and other sundries account for seventy five percent of the domestic commerce, with the balance in arms and shipwrighting.

The state is totally secular, with any and all clergy executed immediately upon arrival (excepts the nuns, we loves us some nuns! Arrr!)

Law and order is unheard of, but revenge and enforcement make capable substitutes in a pinch.

Government

The leadership of the Cadre is rotating constantly due to the murderous intrigues in the fortified villas of the elite, with more efficient term-limits than even the most liberal democracy.
