The Protectorate of Otagia is ruled by the digital sentience QUETZAL (QUantum Entanglement Tripartite Z Artificial Leader). QUETZAL is unique, due primarily to the fact that it has no single central core or processor. Instead, each citizen of Otagia is implanted with a multi-purpose piece of cyberware (commonly referred to as a QUETZAL chip or QUETZAL implant), including a Direct Neural Interface (DNI) jack, a subdermal jaw microphone, pseudosonic nerve interface (essentially a speaker that only the user can hear), optic nerve recorder (a nano-camera), quantum entanglement communications chip, and a microcomputer. The computer is partitioned so that the citizen may only access 10% of the memory. The remainder is devoted to keeping QUETZAL running. As communication between QUETZAL chips is instantaneous, this is an extremely effective way to run a government. As QUETZAL has access to the implanted microphones and optic recorders of the entire population, crime is especially difficult to get away with.

QUETZAL is composed of three seperate DSes, who operate in tandem to make decisions. These DSes are Id, Super, and Ego. Id is remarkably impulsive, and often plays the devil's advocate. Super provides moral guidance, usually frowning upon Id's ideas. Ego operates as a mediator, and makes the final decisions after listening to the counsel of the other two intelligences. This allows the DS to filter out potentially harmful decisions, while looking at every possible view-point.

Although QUETZAL serves as the spokesman for Otagia, the nation is a pure democracy, with every citizen of reasonable mental faculty able to vote on every decision by virtue of their QUETZAL implant. However, after a decision has been made, QUETZAL works as judge, jury, and executioner (Super, Ego, and Id, respectively).
