History
Formation
The Free Empire of Quaon was founded by Shilom and Chiom Quaon in the first few years after the fall of the Roman Empire. It is believed to have been founded on about 500 AD, though that date remains disputed. Chiom and Shilom, brothers and former Roman Legionaires searched for a land to call their home, and found one in what is known today as Russia. Chiom and Shilom brought a few hundred people with them, as the former Romans came to Russia.
Chiom and Shilom are seen as almost mythical figures to the population of Quaon, and for good reason: the Free Empire of Quaon had to fight off Germanic Barbarian tribes many times, both men personally leading the growing people of Quaon to victory. Eventually, in what is known to Quaonions today as the Last Barbarian War, a tribe, whoses name translates as "the Rebels" attacked Quaon. The people of Quaon fought for years against these invaders, and many hundreds of Quaonions were killed. Eventually, Chiom Quaon himself led his army against the Rebels in a battle called today as the "Last Stand of Chiom." Chiom's army fought bravely and beat off the foriegn invaders, at the cost of the founder's life. The land which the battle was fought is now called "Chiom City" in his honor.
The First Rebellion
Quaon had established herself as an Empire by 1200 AD, but was still yet to be immune to rebellion. In 1209 AD, the ruler, Emperor Nemon III, was ambushed and killed by insurgents. These insurgents, called the Reborn, began a full-fledged rebellion against the tradionally Christian dictators of Quaon. Systematically, they eliminated all adult heirs to the throne (Quaonion law at that time declared no man younger than 16 could hold the title of Emperor). Led by Jacob Delemanor, the Reborn brought Quaon to its knees, then, taking the crown for itself, brought it back up to an age of glory.
Jacob made Quaon a secular state while improving the economy and winning his people's loyalty. He was known as a fair and kind ruler, and died in 1231. Then, Quaon faced itself with a new problem: replacing a leader without destroying its glory.
The War of Succesion
After Jacob's reign, Quaon fell into dissaray. Various nobles fought for the crown of Emperor. The peasents of the land lost out, as they were brutally murdered to ensure the crown for one particular noble. Finally, Alice Delemanor, the Leader of the Reborn's daughter, declared herself the first Emperess of Quaon, and fought a bloody civil war with the rest of the nobles for the crown. She succeeded, and continued with her father's progressive (and beyond the times) policies, granting women equal rights.
The Beginings of Democracy
Up to 1535 AD, Quon had enjoyed an era of peace. But, suddenly, the common man was becoming unhappy, plague was rampant, and civil wars were breaking out. Known as the peasents rebellion, the common man demanded the right to decide what his destiny was. Emperor Ugoto IV fought bitterly against this rebellion, cutting off the food supply to the rebels. Yet, after 10 years of vicious war, Ugoto was assasinated and the peasents decided to begin a democratic system. Revolutionary at the time, the citzens decided that every fifth year they would decide who would be the Emperor. This position of Emperor was eventually replaced by the position of Prime Minister in 1771 AD.
The Fall and Rebirth of Quaon
The year 1922 AD. The world is changing, as the Soviet Union is created. The Czars, while always competing with Quaon, had at least left them to their own devices, not attempting to conquer them. While the Soviet Union didn't immediatly make a move against Quaon, in 1942 Russia attempted to annexxe Quaon as part of the offensive against Nazi Germany. The Prime Minister of Quaon at the time, John Wilcobs, agreed, deciding that the threat of Germany was too large to argue over petty concerns, and convinced that Russia would return the land once the war was over.
The Prime Minister was wrong. After the war ended, when he pettioned Stalin to return Quaon to the Free Empire, they refused. The Prime Minister, outraged, gathered a force of loyalist to claim the city now known as Quaon City back from the Russians. They succeeded. In 1953, the Quaonion Loyalist ceased the city from the Russians.
Hostilities were high. The Soviet Union attempted to invade Quaon multiple times, and, in 1975, threatened to nuke them. The Quaonions, strong in their will, somehow remained independent, slowly gaining more land. However, the Quaonion economy was in dissaray, the people were starving and dying of disease, and the fighting force of Quaon was severly under-equipped.
By 1990, the Free Empire of Quaon was on the verge of collaspe. But, then a miracle happened. The Soviet Union fell. Immediatly seizing upon the oppurtunity, Quaon reclaimed many of the lands that were rightfully theirs, improved their economy, and became one of the great democracies of the world.

Economy
Quaon's economy is very strong, but suffers from high taxes and government regulations. It is dominated by the book publishing industry. This is attributed to the Quaonion people's love for art. The following are the major industries in Quaon, ranked from highest average success rate.
Book Publishing Industry

The arts are loved across Quaon, and many companies benefit from this great love. Different books are sold. The most popular books in Quaon are fiction, and the best known author in Quaon is Tomas McArthy. This category also includes various art forms, such as traditional art, films, etc.
Information Technology Industry
Leading Company: Microsoft Corp
The people of Quaon are not technophobes. The IT sectory is very succesful, marketing video games, TVs, computers, and more. As in many countries, the leader in IT is Microsoft.
Gambling Industry

Perhaps sadly, Quaonions are well known for gambling. People enjoy various games of chance, and there are a few government regulations to stop people from losing their life savings all at once.
Automobile Manufactuaring Industry

The Automobile industry does well enough in Quaon, though takes some hits from foriegn companies and eniviornmentally concience Quaonions.
Jewerly Manufacturing Industry
Leading Company: Diamonds Inc.
Jewels are loved by Quaonions. The Jewerly Manufactuaring Industry does ok in Quaon, but not as well as they'd like. It is unknown why.

Political Parties
Quaon is well known for its high number of political parties. Any party with at least 5 million members gains a reprensentative in senate. The major parties are as follows:
Libertarian Party
One of the most liberal parties in Quaon, the Libertarian Party believes in absolute economic, social, and politcal freedoms. They wish to reduce the size of the government, and believe that the military should be destroyed. They want to reduce taxes to zero, and believe that the government should only interfere in citzens lives when neccesary.

Liberal Party
One of the most popular politcal parties in Quaon, the Liberal party is, as the name suggests, extremly liberal in social and political issues, though less so in economic. They believe that Quaon's high taxes are neccesary to keep the rich from oppressing the poor. Some more extremist members of the party wish for a truly communist Quaon (a small party led by former Liberals named the Worker's Communist Party of Quaon exists).

International Green Party
The most enviornmental friendly party in Quaon, the International Green Party (IG) is one of the smallest major parties. The IG doesn't care about anything besides the enviornment. Social issues are non-issues, as are politcal and economic. They intend to leave social and politcal freedoms as they are, but want to crack down on the economy.

Liberal Imperialist Party
The Liberal Imperialist Party (LIB) is the party that currently holds the office of Prime Minister. The LIB believes in liberal ideals (gay rights, right to abortion). They believe in great political and social liberties, but are different from the actual Liberal party because the LIB believes in a strong military. They seek to almost double the size of the Quaonion Military and build a navy. They come from a militaristic splinter group of the Liberal party.
Motto: Security and Freedom are not mutually exclusive.

The National Party For Moderation
The National Party For Moderation (NPFM) is a party dedicated to moderation in political, social, and economic freedoms. They believe in gay rights, and other things, but they are against abortion. They are were most people who cannot agree with a specific parties views join. They believe Quaon should be internationally neutral.
Motto: Quaon, forever stay perfect, thy love.

The Party For Conservative Values
The Party For Conservative Values (PFCV) is a moralistic party, and very conservative. They are against gay rights and abortion, and are for high economic and political freedoms, but are for average social freedoms. They wish to make the government even bigger, and wish to diplomatically make other, more liberal nations more conservative.

National Christian Front
The National Christian Front (NCF) is a group devoted to Christ. They believe that Quaon should be forced to convert to Christianity, and are against gay rights and abortion. They are for high social and economic freedoms, as long as they don't interfere with morality. They seek to reduce political freedoms, and wish to join the Holy League.
Motto: For Christ the Lord.

Cresent Moon Party
The Cresent Moon Party (CMP) is an Islamic party. They wish to convert Quaon to Islam. They have much the same policy as the NCF, except in Islamic terms.
Motto: Praise Allah and Mohammed!

Fascist Party
The Fascist Party is the smallest major party in Quaon. Having little more than 5 million members, they have little political power. They believe in utter government control, and are for low civil and political freedoms, and medium economic.
Motto: Power through strength.

There are 15 members of the supreme court, 6 of them being members of the Liberal Party, 3 of them members of the Libertarian Party, 4 of them members of the National Party For Moderation, and 2 of them being members of the National Party For Conservative Values.

There are 40 congressmen, with 10 of them being members of the Liberal Party, 5 of them in the Libertarian Party, 5 of them in the Liberal Imperailist Party, 5 of them being in the National Party For Moderation, 4 of them being in the National Party For Conservative Values, 4 of them being in the International Green Party, 3 of them being in the National Christian Front, 2 of them being in the Crecent Moon Party, and 1 of them being in the Fascist Party.

There are about 50 senators, though there ranks flucate to often to compile a list of parties.

The government of Quaon is on generally good terms with that of TheNeoRomanEmpire, Paradise, Sathonia, Wadj, Esternarx, Al Araam, The Resplendent Dawn, AMMOCHOSTOS, Lambda League, Great Denizistan, and Baltuvia, whether through personal relations or being in the same alliance.
The Free Empire of Quaon is a member of the UN and is the delegate of Europe.
The Free Empire of Quaon is a member of the International Freedom Pact.
Nobility
The Free Empire of Quaon has no nobility per se, but it does have an honorary nobility. Those who have contributed much to Quaon, such as heroic soldiers or humanitarians, are awarded the title of "Shilom," after the name of one of the founders of Quaon. They are appointed by the Prime Minister, and also recieve a Chiom Sword, which is a dull ritual sword.
