Quarua is the second-largest city in Kaze Progressa, with a metropolitan-area population of 25,619,329 (as of the last census). This is around 3,000,000 less than Kaza, the capital city.

Located in the east of the country on the western shore of Lake Quar, the largest freshwater lake in the country, the city's culture and geography is heavily influenced by the lake and the steep-sloping Hitqiaz Hills behind the city. The metropolitan area is 67km north-south along the shoreline, but at most 19km east-west, and in some places as little as 4km; the CBD is located just west of the lake, close to the north-south midpoint of the metropolitan area.

The city's landmarks are largely strung along the lake and include the Irafma Lakeside Arena, home of Quarua Lakeside and named after the club's legendary striker Faiwe Irafma; the Opania Park, located on a hill overlooking the shore 12km north of the CBD and home to the annual Quarua Festival; and the Silver Sphere, built on the southern shores of the lake and home to a variety of modern art. A more recent and equally distinctive landmark is the Frozen Lake Arena, built on an artificial island on Lake Quar with an external structure entirely made of frosted glass.

The city is reknowned for its artistic and liberal streak. The city boasts of having more recycling facilities, singing teachers and art galleries than Kaza despite having fewer people, and has the 'Progressan Broadway', Jazarai Way, running just behind the shoreline. 35 theatres stand almost side-by-side in Jazarai Way, usually showing musical theatre.

The Quaruans are possibly the most health-conscious citizens in the country (one satirist joked that half of all admissions to Quaruan hospitals were from 'Jazarai Way Singers' with vocal health issues) and a huge variety of sport, on water and land alike, take place here. The Quarua Marathon, hugely popular with masochistic competitors, occurs annually, and is one of the slowest big-city marathons in the world (the course records are 2:11:55 for men and 2:35:50 for women, held by Progressans Arista Kiruvira and Alinae Wilvi-Murata respectively).
