Rachel Charlene Levitt (born 2 May 1967, in Al-Bahr, Kahanistan), is a highly controversial Kahanistanian military officer and politician. She is infamous for her conduct at the Battle of Xigrat and her courtroom behavior at the resulting trial.

Early life

Rachel Levitt was born in 1967, the youngest of three children and the only daughter. She is the only member of her family to join the Imperial Marines. She was raised in a Jewish family, and attended synagogue regularly until the age of 14, when she began attending the Kahanistan Military Academy. Before then, she was a typical child until the age of 9, when she began associating with older gang members, losing her virginity to one at the age of 12. (The gang member in question was 19.) The rebellious teenager signed up at the military academy soon afterwards, and stopped attending synagogue altogether at age 16.

Military career

At age 14, Levitt began to attend Kahanistan Military Academy. She graduated in 1989, at age 22, near the bottom of her class, despite her roughly average grades, due to her distrust, if not outright defiance, of authority. As a result, despite the fact that she was an officer, she was viewed as expendable. She was routinely assigned to dangerous missions until 1997. By then a major, Levitt was assigned to destroy a Fascian weapons depot, at great risk. After barely surviving the mission, she met and became friends with a Republic Guard officer, Captain Nadia Sklenova. Sklenova and Levitt arrived at the conclusion that Levitt's superiors were trying to dispose of her, using her as cannon fodder. Together, the two officers won a conviction against the officer who admitted to trying to rid the Imperial Marines of Levitt.

Battle of Xigrat

Main article: Battle of Xigrat

In 2005, at the Battle of Xigrat, Levitt commanded a convoy intended to trade nuclear weapons to Xirnium for Xirniumite citizens, who were to be granted asylum in Kahanistan. Impatient with the delays foisted upon her by the Xirniumite frontier police, she shot and killed Second Lieutenant George Tate, a Xirniumite officer. Witnesses said that she acted seemingly impulsively to being addressed as "sir" by the border patrol officer. (Xirniumite military officers address all superiors as "sir", regardless of gender.) Her own claim is that, while she admits to being irritated by the term of address (she is, by her own admission, ignorant of many aspects of Xirniumite culture), she was under extreme stress due to her assignment to save the lives of Xirniumite prisoners and the Lieutenant aggravated that stress by delaying her. The shooting led to the Battle of Xigrat and Levitt's court-martial, at which she was cleared, but held in contempt of court for her appearance and behavior. (She had dressed in a cleavage-baring mini-dress. Some say this led to her acquittal, though her supporters deny this.)

At this point, Colonel Levitt was promoted to Brigadier General. She would later fight on Xirnium's side in the Kraven War, this time as an ally. During her period of service with the Xirniumites, her attitude toward the nation of Xirnium and its people gradually changed. Before the Battle of Xigrat, she tended to view Xirniumites in general as crazed religious fanatics. During her stay in a Xirniumite prisoner of war camp, expecting to be abused sexually, tortured physically, or both, and not being abused, her attitude toward the people began to warm, though her view of the government was slower to change. By the end of the war, she had a healthy respect for the Xirniumite system.

After Xirnium

Levitt was a commander of a brigade of Imperial Marines when Kahanistan was invaded by AMF. She used Capitol Police armor on her brigade to attempt to incite conflict between Kraven and AMF, demanding to a Freekish commander that AMF withdraw. She related to an interviewer for Army Boy magazine, a popular military men's magazine of Kahanistanian origin, the difficulty of the fit; her legs were too short, her hips and chest too large for the suit, designed for someone a foot taller than her. A photograph of her in the uniform appeared in the magazine and in all major Kahanistanian papers and many foreign ones. Her image as a "bad girl" military officer was even more cemented in the Kahanistanian military and civilian consciousness.

Levitt's image improved somewhat when she spoke out in opposition to Amestrian actions in Torontia. However, her reputation flagged again when she brought the infamous hate tract, On the Amestrians and their Lies, with her. Sara Liscel, a delegate of Amestria, was outraged by the general bringing a hate-filled tract. Levitt claims she was unaware of the depravity of the book, and was looking for evidence of Amestrian wrongdoing in Torontia. She confronted Liscel about Amestrian war crimes, and soon afterwards left the conference in Torontia, citing fear Liscel would kill her.

She later commanded a division of troops to overthrow the government of Eliteria, which was committing genocide against Muslims, being promoted to Major General after her victory there.

Politics

Levitt's political views are largely centrist by Kahanistanian standards; she is liberal on social issues and moderate on economic issues, supporting a capitalist welfare state.

After Operation Silva, due to a shortage of suitable candidates, President Khalid bin Abdullah al-Omari appointed her as Minister of Foreign Affairs to replace Dr. Margaret Delray, who was to be appointed Vice President. Al-Omari had taken over as President upon the resignation of Marcellus Valens from office.

As Foreign Minister, she is extremely controversial, and it was once said of her that she nearly got many captives of the Transylvanian Dominion killed with her confrontational, aggressive nature.

Personal life

Levitt was one of the most controversial officers in the Imperial Marines. Her allies see her as a great commander, diplomat, and politician, and her enemies see her as a common thug and killer. In her personal life, she is openly bisexual and projects a strong sexual image, as evidenced by her revealing dressing at trial, posing in Army Boy in suggestive poses, and the interviews she gave to the magazine, describing her life as a young girl before and during her Academy career. She is single and has no children as of February 2007.

Quotes

"It's merely a shame they all couldn't be here..." - to Sara Liscel, on the Torontians executed by the Amestrian Occupational Authority living to see their nation become free.
"I can assure you no war crimes will take place under my watch." - to the Xirniumite Government, on Torontia.
"I can fake a video too, I hope you like this one of your buddy Max." - to Count JWolf of Transylvania, referring to video of Kahanistanian soldiers firing on Dominion base security. She had responded by sending JWolf a badly faked video of the Count and Doomani monarch Maximus III engaged in gay sex.
