The RIA is a strong Union of nations that have come together in hopes of living in a free and democratic region. We encourage all nations to enjoy our freedoms at their leisure. We accept new ideas with open arms and turn a cold shoulder to none, so long as our laws are respected.

The early history of the Renegade Islands Alliance seems to mingle with events of today. Regional instability is a scene that seems all too familiar.

Renegade Islands Alliance was founded by Shizensky, formerly the viceroy of Rogue Islands Alliance. Disapproving of his superior's job performance, Shizensky gathered the members of Rogue Islands Alliance and created the current RIA, Renegade Islands Alliance.

The region would go ages without its full government. For months, there was no senate. Delegate elections were won by whoever decided to run for them. However, as time passed, active nations would join the region. All of the government posts would fill up and actual elections would be held for government positions.

This period of time was not long lived. Shizensky would eventually declare to his region that he was going to be leaving NationStates. Since there would be no founder, a new constitution was drafted. Upon its ratification, changes in Shizensky's real life would allow him plenty of time to be active in NationStates. The following conflict would prove to be a trying time for quite a few members of the region. In the past few months, real life issues have prevented Shizensky from taking part in NationStates and CTEd for a short time.

History of the Hamster

The regional animal of the RIA is the hamster. This was prompted by a series of polls on the message board about hamsters including Hamster?, Hamster or Shizensky?, Hamster or RIA?. Soon after, senator Azati Prime proposed a law making the Hamster the regional animal which was passed unanimously and received the founders signature and was made a law in February of 2005.

On 15 March 2006, E-Penzance made the radical move of rescuing a hamster from the evils of drowning in a gbag with rocks. This Hamster, Gina has become the official pet of the RIA and has even become pregnant to the Regional Delegate, Lichto.

RIA Constitution

We the People of the Renegade Islands Alliance, in order to insure Democracy in a Republic, provide for the common defense and defense of those Regions in peril, promote the Region's Welfare, and secure the Blessings of Liberty for ourselves and our Posterity, do ordain and establish this Constitution of the Renegade Islands Alliance.

We are not Spartans. We are not Tyrants. We are not Conquerors. We are not Swords.We are not governed by fear. We are The Renegade Islands Alliance, and we are Free.


Article. 1.


Section. 1. The Executive Power shall be vested in the Region Founder and United Nations Delegate of the Region. They shall serve as Co-Chief Executives, with the Founder having control over all domestic issues, and the Delegate overseeing all international affairs. The Founder shall serve for life, and the Delegate shall be elected to a term of three months, through an election process as decided by the Chief Executives and the combined Grand Council. Section. 2. The Founder shall be Commander-in-Chief of the Renegade Islands Alliance Special Forces, and his powers as a Co-Chief Executive shall be the following. He shall oversee the activities of all domestic issues and affairs, including but not limited to, the department of Public Affairs, the department of Defense, and the appointment of the officers of each. The Founder shall have the power to appoint members of the Grand Jury, with confirmation by the Senate. The powers of the Delegate as a Co-Chief Executive shall be the following. He shall oversee the activities of all international and interregional issues and affairs, including but not limited to, the department of International Affairs, the department of Immigration, and the appointment of the officers of each. The Delegate shall have the power to veto Bills passed by the Senate, but the veto shall be overturned by a unanimous vote of the Senate. Section. 3. The Grand Council departments and their officers shall serve at the pleasure of their respective Executives: Defense and Public Affairs to the Founder, Immigration and International Affairs to the Delegate. At the need and pleasure of either Executive, the entire Grand Council may be called into a joint session to deliberate on whatever issue is at vote. All Bills passed by the Senate, along with the creation and destruction of Grand Council departments, must be voted on by the entire combined Grand Council. Section. 4. The Departments of the Grand Council shall serve at the pleasure of the Founder and Delegate, and shall be the following. The Department of Defense shall be responsible for keeping the Delegate informed of all possible threats to Regional Security, and to alert the Region's Special Forces of missions to prevent invasion or to liberate other Regions from invaders. The Department of Public Affairs shall be responsible for maintaining relations between the Grand Council and the citizens of the Renegade Islands Alliance, and to insure new Nations stay with the Renegade Islands Alliance. The Department of Immigration shall be responsible for seeking out new Nations to become citizens of the Renegade Islands Alliance. The Department of International Affairs shall be responsible to form and maintain friendly relations with other Regions that may prove to be worthy allies. The Secretaries of the Grand Council are each responsible for appointing their deputies and assistants. The Founder and/or Delegate may appoint other people to perform other duties, but neither may create nor dissolve a Grand Council department without the full consent of the combined Grand Council.


Article. 2.


Section. 1. The legislative powers of the Renegade Islands Alliance shall be vested in a Senate composed of three members, until such time as decided by the Senate and a vote of the people, when the number shall be increased to a maximum of five. The Senators shall be elected by all citizens of the Renegade Islands Alliance. Senators shall serve a term of three months, after an election following guidelines set by the Grand Council and the Chief Executives. Section. 2. The Senate shall have the power to propose and pass statutes for the better governance of the Renegade Islands Alliance, ratify treaties, confirm appointments to the Grand Jury, and advise the Delegate, Founder, and Grand Council on matters relating to the People. The Senate shall also have the power to overturn vetoes of the Delegate by coming to a unanimous vote.


Article. 3.


Section. 1. The judicial power of the Renegade Islands Alliance shall be vested in a Grand Jury composed of three members, until such time as decided by the Grand Jury and vote of the people, when the number shall be increased to a maximum of five. Grand Jurors shall be appointed for life by the Founder, with confrimation from the Senate. A Grand Juror may step down, or may be removed from office if tried and found guilty of a crime as set out by the Impeachment Act. Section. 2. The Grand Jury shall have the power to declare any law, statute, or regulation unconstitutional, change a law, statute, or regulation based on constitutional virtues, and try any and all Nations accused of high crime. All subjects brought before the Grand Jury shall be tried by the combined Grand Council, and sentenced by a majority vote of the Grand Jury. Section. 3. The Grand Jury, through trials and interpretation of law, shall decide the definitions of “misconduct,” as mentioned in Article 1, Section 2, and “high crime,” as mentioned in Article 3, Section 2.


Article. 4.


Section. 1. The following Bill of Rights shall be a list of all inalienable rights of the citizens of the Renegade Islands Alliance. Section. 2. The government of the Renegade Islands Alliance shall make no law or regulation governing the internal operation of any Nation in the Region. Each Nation shall maintain the right to govern itself in accordance with its own customs and desires. Section. 3. The government shall make no law or regulation restricting the freedom of speech in the Renegade Islands Alliance beyond those rules governing all participation and etiquette in NationStates. Posting of any content that is deemed obscene, illegal, threatening, malicious, defamatory, or otherwise hurtful, shall warrant immediate ejection from the Region, and all remarks shall be reported to game moderators. Anything considered spam or griefing, with the intention of annoying of upsetting another player, will also constitute ejection and reporting to game moderators. The above include such things as Nation name, motto, and other customizable fields, and also any messages written, images posted, or any other content uploaded or linked to NationStates. Attempting to steal another Nation's identity is considered fraudulent behavior, and is in violation of NationStates Terms & Conditions, and may warrant action against you by game moderators. Section. 4. Known members of invader Regions may be ejected at the sole discretion of the Delegate and/or Founder. Section. 5. Powers not enumerated in this Constitution shall be reserved to the member Nations.


Article. 5.


Section. 1. The following shall be the requirements for citizenship in the Renegade Islands Alliance. Section. 2. A citizen shall have his or her main Nation residing in the Renegade Islands Alliance. A citizen may be a member of the United Nations, or have a separate Nation in the United Nations. A citizen shall only be able to vote in general elections if he or she is registered on the Renegade Islands Alliance forums. A citizen shall only be able to participate in the military while registered in the United Nations and registered on the forums. Section. 3. A citizen shall register on the forums with the name of his or her main Nation's name. If a citizen's Nation ceases to exist, he or she may edit their name on the forums to match their new Nation's name. A citizen may have only one Nation and user-name registered on the Renegade Islands Alliance forums.


Article. 6.


Section. 1. This Constitution of the Renegade Islands Alliance shall be a living document, able to be amended through the following process. Section. 2. When an amendment to this Constitution is submitted to the Delegate, Founder, and Grand Council by either the Senate or ten citizen Nations, it shall be the duty of the Delegate, Founder, and Grand Council to poll all citizen Nations concerning the proposed amendment for one full week. After this time, if the Senate has not approved it yet, it must pass by a 2/3 vote. Once the citizen Nations and Senate of the Renegade Islands Alliance approve the proposed amendment, it shall be entered as a full amendment to the Constitution of the Renegade Islands Alliance.


Article. 7.


Section. 1. This Constitution of the Renegade Islands Alliance shall be ratified by the citizens of the Renegade Islands Alliance once set forth in a poll of all citizens. It shall be revised and edited until it passes with near unanimity. After this time, Nations not willing to observe its provisions may feel free to seek a different Region.

Government

Forums

While the region has a standard in game RMB, the center of life in the RIA is certainly the offsite forums. Due to security worries, an account is required to view the boards at all and activation by a moderator to view most of the threads. While only a small percentage of nations are signed up on the boards, there is a very active group of about 10 nations who can be seen online at least once a day. The boards are home to real-life political discussion, regional politics, military, role play, and a lounge for general discussion and merriment (especially regarding pirates and ninjas). The members of the RIA pride themselves in the quality (as well as quantity) of their spam and hold titles based on post count. This often leads to many off-topic discussions and games designed to increase post count.
