Background

Jey began the campaign to repeal Resolution #5, DVD region removal, long ago. Jey single-handedly submitted a repeal for the resolution three times. Each submittal had a 300+ delegate telegram campaign. The first submission of the repeal fell just short of quorum, with 111 endorsements (129 were needed for quorum). The second was submitted just 3 days later, but was deleted by the moderators for "branding" (typing your nation's name in the body of the proposal) with 112 endorsements and 2 days remaining. The third was submitted the next day, itself only receiving 110 endorsements. Jey realized that it needed help in this matter, and just after the third attempt's failure, Love and esterel informed Jey of its interest in assisting with the proposal.

The Tri-Alliance

Love and esterel believed that it, along with another nation, Richard 2008, could get the repeal over the hump and reach quorum. Thus, The Tri-Alliance was born. Through the Tri-Alliance of Jey, Love and esterel, and Richard 2008, the resolution "Repeal DVD Region Removal" was passed. With the aim of expanding the free trade of all media, Jey, Love and esterel, and Richard 2008 teamed up to submit one of the largest telegram campaign ever attempted.

Planning & Telegram Campaign

After over a week of planning, it was agreed that 2 proposals would be submitted: The Repeal of Resolution #5, and the proposal "DRM and Media Act", which would, in essence, expand Resolution #5. The DRM and Media Act's aim was to secure the free trade of all types of Media, not just DVDs. After over 1000 telegrams sent during the telegram campaigning, the proposal "Repeal DVD Region Removal" reach quorum with just hours remaining until deletion. The "DRM and Media Act", however, was less fortunate. It fell just 4 endorsements short of quorum. The rest, of course, is N.S.U.N. history. The resolution "Repeal DVD Region Removal" was passed with an 84% margin.

DRM and Media Act Aftermath

After the repeal was passed, The Tri-Alliance tried again for the DRM and Media Act to reach quorum. Now called the Worldwide Media Act, the proposal reached over 100 endorsements with over 3 days remaining when it was deleted by the moderators for supplying the incorrect proposal category. The Tri-Alliance resubmitted Worldwide Media Act under the Proposal Category "Social Justice" instead of "Free Trade" and this time reached quorum. "Worldwide Media Act" was recently defeated by only 100 votes, the smallest margin ever since resolution #1, which only had 3 votes.

Repeal "DVD region removal"
A resolution to repeal a previously passed resolution

Category: Repeal Resolution: #125 Proposed By: Jey

Description: UN Resolution #5: DVD region removal (Category: Free Trade; Strength: Mild) shall be struck out and rendered null and void.

Argument:

The U.N.

Realizing:

-A- The rights and privileges of nations and regions involving all other media types, including: Blu-ray disc, High Density DVD (HD DVD), Universal media disc (UMD), super Audio CD (SACD), DualDiscs, other record types, and nearly all computerized were not mentioned at all in the previous resolution.

-B- Other media supports exist or will arrive soon on the market and should be also free of a “regional system.” This resolution only covers one type of media which is only effective during the time in which DVDs are used as standardized media.

Regretting:

-C- This resolution is poorly written, and contains numerous grammatical errors which can be embarrassing to the U.N.

-D- This resolution is illogical to only include one type of media and this makes it in a way unenforceable and meaningless.

In light of this resolution ineffectiveness and failure to expand to other media types, be it resolved that:

Resolution #5, “DVD region removal” is repealed
