History

Early emigrants to the prairies of Texas, the Wax family came as frontier people with a philosophy. Colonel Fortis Waxx (the second “x” in the family name was dropped in the 20th century) and 135 other family members, friends, and adherents moved to an area southwest of the Trinity River in what is now the Prairie and Lakes sub-region in the Region of Texas. Dedicated to a quasi-Jeffersonian view of democracy, the emigrants wrote a constitution and declared themselves the Democratic Order of Rixtex, a nation in the wilderness. The name derived from Rix, a Celtic tribe that was known for its council-form of governance, and Tex, a shortened version of Tejas, an Indian tribe the group had encountered as they passed from the East.

The indigenous people of the area were a tribe of semi-agrarian people known as Tonkawa and a fierce plains tribe named the Comanche. The new emigrants treated the current occupants respectfully, negotiating for land and rights with the Tonkawa. Unfortunately, a smallpox outbreak wiped out most of the Tonkawa, killing over 75% of the tribe. As a result of this event, the Health Corporation, precursor to Rixtex’s Social Services Consortium, was formed to provide disease control and mitigation.

Relations with the Comanche’s were a different story as their culture emphasized small groups of warriors. Not interested in negotiating, they constantly raided the new nation as they had the Tonkawa and Ouachitans for centuries. The Rixtex military success against the Comanche cemented the good relations with the Tonkawa and most of the neighboring nations. It was 75 years before the Comanche were exterminated through a combined effort by the nations of the Region.

The Eroded Ouashita (or Washita), were an ancient, nomadic group whose mythology claimed ownership of all lands once dominated by the now eroded and disappeared Ouashita mountains. They frequently immigrated en masse to other parts of the region and the world, attempting to find a homeland. Midway through Rixtex’s history, the Ouachitans were driven violently from an adjacent nation across the Rixtex border. A public outcry from the annual Rixtex caucus, coincidently in session at the time, mandated the President protect the immigrants. Negotiations having failed, the Rixtex Army was sent to the Washitans defense.

A hardy, enterprising band of nomads, they were encouraged to remain in Rixtex and made their home here for many years, although smaller immigrations continued. Some years ago, the Washitans thought they had finally discovered their ancestral homeland and immigrated to an area far to the northeast. The resulting economic upheaval affected many Rixtexans and caused some resentment because of the hardship. As time progressed, the Washitans found it difficult to adapt to a sedentary culture. Capt. Flack and his staff attempted to relax the strict laws and rules that were required to keep a continually traveling culture together. A reactionary group overthrew Capt. Flack and the leadership and continues the virtual dictatorship Ouashita government had evolved into. Forcibly restraining immigration now, the new EW government has been unable to keep small groups from escaping and making their way back to Rixtex. Re-assimilation has been difficult and controversial, but Rixtex citizens have decided to embrace the refugees and help them reclaim their homeland.

Government and politics

The constitution of The Democratic Order of Rixtex (D.O.O.R) restricts the government to a very narrow group of duties and leaves the citizens alone to live their lives and make a living. Most of the work of government is done through the voluntary actions of its citizens. Education is compulsory to 17 yrs of age. After graduation, a citizen has many opportunities to serve their nation and community, the key to citizenship. Originally, service was compulsory, first in the army (later re-formed as the Rixtex Defense Force), and later in the Police Auxiliary and the Civilian Corps, a public service organization. Participation in the political process is limited to those who have completed their education and public service. As the nation grew, compulsory service became very expensive and was discontinued. Education and service, now voluntary, is still required for participation as a citizen. Upon completion of service, citizens are encouraged to continue as officers, trainers, or managers.

Regardless of the apparent military strength of Rixtex, the constitution strictly forbids any military action that is not purely defensive in nature. This clause was recently amended to permit Rixtex’s participation in the Texas Defense Force, the regional alliance. Rixtex has been fortunate to have peaceful neighbors but has engaged in fierce border wars over water rights and the Eroded Washita.

There are four branches of government: executive, legislative, judicial, and citizenry. The citizens elect the other 3 branches at caucuses held once a year. Only citizens who show up at the caucuses participate and vote. Important issues of the day are debated and consensus established for the legislature to work out the details. The Supreme Court rules on each law passed as to its adherence to the constitution. The President implements and enforces the law. The caucuses have become a traditional social gathering with generous amounts of beer and BBQ served (after hours, of course).

Government is not allowed to make laws restricting economic or social activity, nor is government allowed to participate in the economic arena through franchises, tax credits, subsidies, or tariffs. Laws against violence, theft and fraud are stringent. The sick, infirm, insane, and mentally-challenged are cared for by a compassionate public-private consortium financed by a massive trust fund managed by the President. Able bodied citizens who require a hand up are helped with limited financial assistance, training and childcare to enable them to rejoin productive society.

The Loyal Opposition
Jacob Getzendaner is the leader of an opposition group called the Buffalo Creek Regulars. He was formerly the Governor General of the Free State of Buffalo Creek, the south-east sub-division of Rixtex that was granted limited autonomy for a period of 52 years. Recently, an agreement was reached that the Free State was dissolved and re-incorporated under the constitution and laws of Rixtex. Mr. Getzendaner was elected to the Council on a ticket of accountability and review of the Wax family.
