Ruhomash Zagzser is the current Lord High Chancellor of the Great Star Empire of Allech-Atreus. Having served as the Director of State under the previous Emperor, he took the advice of his close friend Thuryaman Pendankr and asked the new Emperor, Allech-Atreus XVI, Walanda XXVI for the post of Lord Chancellor. He recieved it, and has held the post for the entirety of the current Emperor's reign.
Born on Novus, his father was the Archduke of the planet, the fourth cousin of the King of Kolthurnia. Ruhomash was raised in a military household, and joined the Fleet when he was of age. While in the Fleet, he was educated at the prominent military college Kolthur Keltan Academy and recieved a masters in Imperial Politics and a bachelors in Economics. Achieving the rank of Captain, he left the Fleet and worked for the Novan planetary government, where he was elected a Regent of the Chamber.
He left his post as Regent to take a position as UnderDirector of Foreign Affairs, where he established a strong friendship with the Director, Thuryaman Pendankr. The Emperor saw his incredible potential and the Star Chamber recommended that he take the recently vacated Directorate of State. He took the position and served until the Emperor's death. When Allech-Atreus XVI took the throne, he became the Lord High Chancellor.
As Lord High Chancellor, he was particularly agressive in establishing the Directorate as a force in the Chamber, inaugurating a period of incredibly strong government at the expense of the Chamber. However, due to changes in the Chamber, and the election of Hanmegura Pansureng as Lord Provost, Zagzser has faced stronger opposition from the more liberal elements of the Chamber.
He is noted, however, for never excercising his Imperial veto. Though he is a staunch conservative and ardent monarch-Imperialist, he believes that the democratic institution of the Chamber is necessary for the survival of the Empire.
