Rura Penthe was named for an inhospitable Siberian prison.
Rura Penthe, the City Prison
</div>While Costa Bravo does have an established local incarceration system, Rura Penthe serves to provide the country the ability to house those with severe or repeat offenses, or those serving out a prolonged sentence, at a relatively low cost. Prisoners at Rura Penthe are also exceedingly more productive than those in conventional establishments: they perform manual labor (mining, logging, etcetera), work in factories (servicing assembly lines, packaging goods, etcetera), or working a variety of other odd jobs (working in call centers for outsourced corporations). Some prisoners are drafted to the military during their sentence. The prisoners are, with certain exceptions, not paid.
