Rura Penthe
Nation: The Armed Republic of Costa Bravo
Function: Metropolitan Prison
Population: 5 million
Leader: Ferdinand La Roche
Rura Penthe is one of the most prominent of Costa Bravo's cities, not for its hospitable inhabitants, fine cuisine, cool weather, attractive sights, or sandy beaches, (of which, it has none) but for the fact that it functions singularly as prison. It spans the greater area of what would normally contain a metropolitan area and surrounding environs, and houses some five million criminals in a series of separated divisions, organized by crime severity, ethnicity, age, and gender. A total of forty divisions exist, numerically designated.

Rura Penthe was named for an inhospitable Siberian prison.

While Costa Bravo does have an established local incarceration system, Rura Penthe serves to provide the country the ability to house those with severe or repeat offenses, or those serving out a prolonged sentence, at a relatively low cost. Prisoners at Rura Penthe are also exceedingly more productive than those in conventional establishments: they perform manual labor (mining, logging, etcetera), work in factories (servicing assembly lines, packaging goods, etcetera), or working a variety of other odd jobs (working in call centers for outsourced corporations). Some prisoners are drafted to the military during their sentence. The prisoners are, with certain exceptions, not paid.
