S.A.T.O, the Spectral Alliance Treaty Organisation, is an alliance established to promote trade and to benefit from a collective defence policy. If one nation of SATO is attacked, all other SATO members must aid in that nation's defence.

Formation

The formation of SATO was mired in controversy where The Good Guys claimed that the alliance was established as an Anti-Good Guy alliance. SATO members have claimed the contrary, that SATO has no qualms with The Good Guys. However a microphone was seemingly left on during a private SATO meeting at the first summit, this microphone overheard unflattering comments made about the Good Guys from SATO members. The Calumnius official, one of those overheard, has however submitted an apology to The Good Guys. He asserted that the comments made were to be taken lightly and were not meant as serious accusations. It must also be noted that two of the founding members and one additional member make up half of the Spectrum Security Council.

Agreements and Treaties

All members of SATO are bound by the following treaties and agreements, which form a constitution in-embryo for the alliance. As summit meetings became few and far between after May 2007, further changes to the following documents are considered unlikely.

Trade

SATO aims to develop an alliance that can intertrade freely with much lower import/export tariffs in a free and economically successful Spectrum.

Collective Defence Treaty

As an alliance, all members are called to defend other members who are attacked by exterior forces. No SATO member is forced to be involved in a war started by a SATO member. SATO is an inherently peaceful organisation and warlike advances by members may lead to membership review. The CDT also ensures that SATO forces are only used as a second strike defensive force, unless approved by the full Spectrum council to take action otherwise.

Unified Citizenship and Immigration Policy

The citizens of SATO member states, providing that they do not possess a criminal record, are allowed to move and settle without restriction anywhere within SATO territory. As such SATO membership extends not only to nations, but citizens of those nations.
