The Holy Empire of Saint Anns Bay or Saint Anns Bay is a small absolute monarchy in the Europe region. Since its founding almost half a millenium ago, this isolationist empire was ruled by the Holy Emperor-Saint of the Holy See of Saint Anns Bay. This head of state also functions as the head of the state religion, Olde Catholicism, a catholic sect native to the immediate region.


Government

Saint Anns Bay is a hereditary absolute monarchy with no constitutional guarantees of any rights to its inhabitants. Closely resembling a theocracy, the head of state, called the Holy Emperor-Saint, is also the head of the state-run religion. Currently, Holy Emperor-Saint Pious XIX is the monarch. He appoints vacancies in the hereditary Council of Clerics which is similar to an executive cabinet. His senior are known as Chief Clerics who head various state agencies or ministries called Surveys:

The administrative seat of government is the the tiny enclave of the Holy See of Saint Anns Bay. It is bordered on three sides by the larger City of Saint Anns Bay and by Saint Ann's Bay. Functioning much a federal district, it is under direct governance of the Holy Emperor-Saint himself.

While the empire has no legislative equivalent of a parliament, it does boast the Quorum Publicae, a forum for public debate with no political power afforded to it whatsoever. The only right as a citizen of the empire is the right to speak your mind in the Quorum Publicae, the only place you may do so


History

Geography
