The members participating in the election process for UN delegation must conform to the requirements of the Articles of Association and also be willing to uphold the responsibilities of the delegate position, including voting on proposals for resolutions and presiding over discussions of resolutions among regional members and lodging the regional vote on resolutions.

c. Any UN member should not place more than one endorsement at any given time.

d. Only new members to the region will be allowed to add endorsements outside of the election period.

e. To maximize the impact of the SMS delegate UN vote, after the Supervisor of Elections announces the winner of the UN Delegate seat, all UN members of SMS must place their endorsement on the region's UN Delegate or may abstain from endorsing any nation until the next election cycle.

f. Nations are permitted to endorse other nations but prohibited from providing an endorsement, outside of an election period, that causes another nation to become the delegate.

All nations ejected get one TG, from either the Mediator or an Elder, with the details of the punishment and the reasons why the action was taken, along with a link to the region's legal thread and the trial thread if applicable. Hope is always maintained that offenders can become valuable members of the region. Representatives of SMS are required to act reasonably and professionally throughout the legal process.

1.  Establishment of a SMS Criminal Court.

a..  The Sanctuary Elders shall establish a Court to handle any claim of non-immigration prohibited actions or to process any criminal suit filed by any SMS member, at their own discretion, except in the case of a majority vote of the SMS Advisor Council requesting the establishment of said Court.

b.  When a criminal charge is made, Sanctuary Elders will open a courtroom (hearing thread); name the accused, the accuser and the nature of the accusation; cite any Articles that are pertinent; and open the floor for evidence and defense. Any nation may act as a witness for either side.

c.  After one week, SE shall post a poll with the choice of either Guilty or Not Guilty. All nations who have registered in the forum may vote (including the accused and the accuser) One player, one vote. Three days will be given for the jury to vote in the poll.

d.  At the end of the three days, if the majority vote stands at Not Guilty, the accuser shall be required to write a poem of no less than 20 lines so as to show that there are no grudges remaining against each other.  The reason for this is to discourage frivolous law suits.

e.  If the majority votes Guilty, then a Sentencing phase will begin, with the Advisors deciding by consensus, according to the sentencing guidelines.

f.  Appeals:  any nation ruled Guilty who feels there is just cause for ruling the trial invalid may submit a written request to the Court to review the trial.  The guilty verdict may be overturned by a unanimous decision by the Advisory Council members.

2. Establishment of a SMS civil court.

a.  In disputes not involving SMS law, an aggrieved party may file civil suit against an offending nation by opening a thread in the Mediation board.

b. The plaintiff shall offer the names of three possible choices of acceptable Mediators.

c. The defendant shall be required to attend the mediation hearing and to choose one of the three Mediators nominated. If none of the named nations are acceptable, then a counter-offer of three other nations shall be nominated by the defendant, from which the plaintiff may choose. If no agreement can be reached, Sanctuary Elders shall choose a suitable, neutral nation to Mediate. Involved parties agree to abide by the decision of the chosen Mediator.

d. The nation chosen as Mediator must agree to participate, to listen to both sides, and then endeavor to come up with a solution that is equitable. If a nation is chosen as Mediator and does not wish to participate, they may decline and another suitable Mediator will be found by the same process.

e. Any Mediator may ask for advice and opinions from any member nation to help in coming to an equitable solution. The solution chosen is completely under the discretion of the named Mediator, who shall endeavor to ensure any actions taken by the court are pertinent to the issue involved.  No nation shall be ejected from the region over civil cases.

3.  Immigration Violations

Any Tourist found to be in violation of SMS immigration policies shall be processed by the Office of Immigration in accordance with existing SMS immigration policies. The actions of the Office of Immigration may be appealed by telegram to the Cultural Advisor, the Ambassador, or the Supervisor of Elections, who shall confer with the other Advisors to determine whether a mediation proceeding is necessary. Appeals for exception to the SMS immigration policy shall be handled as a civil mediation proceeding.
