The Dominion of Sayuria has a twisted and unusual history. Sayuria Corporation imploded towards the end of July 2006, after a horrific accident at one of it's main processing plants, as a result stocks crashed and a huge majority of employees left. Sayyan LeSuere, the founder of the corporation was exiled from all UN nations, an unprecedented move. With a small group of loyal employees, Sayyan LeSuere founded a new nation in an area of land he had secured many years before for conventional weapons testing. The nation operates on a largely corporate fiscal policy, it's a hierarchical dictatorship and as it is so new, all current inhabitants live there voluntarily.

It is important to note that the dictatorship is not cruel; there is also a weekly meeting of significant citizens to discuss events as well as acting as a legislative body. The only difference to most democratic countries is that the leader, Sayyan LeSuere has veto on all items decided, and may create laws at a whim, though this power has yet to be abused.

History

Sayuria Corporation was one of the worlds largest research and development institutions, working in almost all sectors, including domestic, public and defence. Researching, designing and creating everything from kitchen appliances to cars, cars to computers, computers to weapons platforms, and weapons platforms to windshields. With it's headquarters, and all it's production facilities operating solely from Switzerland it managed to maintain good relationships with customers from all over the world.

The new nation was founded on 20th November, 2005; and efforts to begin expanding it took hold quickly, thousands of top thinkers and intellectuals, emigrated to Sayuria, due to their thoughts on the handling of the original accidents. The doors were also opened to any person who wished to enter the country, regardless of gender, race or nationality, due to the gold and raw materials reserves Sayuria Corp. had built up, many millions of people who had been illegally staying in other countries, or living in refugee camps flocked the the nation, building up it's infrastructure, and beginning to rebuild their own lives along with it.

System of Government

Sayuria is almost totally state controlled; private enterprise is strictly controlled and almost all manufacturing is managed by Sayuria Corporation. Employment is managed totally by the state, and by this system there is no forced unemployment, anybody who wants a job, is given a job fitting to there skills and all training is provided by the state.

The Executive

Executive - A position holding total authority over Sayuria, with power of veto on all other bodies, as well as full legislative powers. The position of Executive is held by one man, he may choose a successor, or if he dies without a successor, an election will be held.

The Legislature

The Assembly of Sayuria is bicameral, it has two chambers, the People's Chamber and the Chamber of Honours.

People's Chamber

The People's Chamber is elected every two years from many constituencies around the country, each constituency fields two delegates. The People's Chamber is the second legislative body for law making, after laws have been taken through the Chamber of Honours.

Chamber of Honours

Citizens of Sayuria who have made an outstanding contribution to the country are appointed to the Chamber of Honours by the Executive. All legislature begins in the Chamber of Honours, although it may be proposed by the People's Chamber.

Elections

It seems odd for a dictatorship to have elections, and as has been stated before; it is not a total dictatorship. An election will only come about on the death of an Executive who has named no successor, the people will then voter on the new Executive; and until death or legislation calls for one, an election will not be held.

The laws surrounding elections in Sayuria are extremely stringent; owing the nature of the elected leaders term in office. To be eligible to stand for election, you must meet many criterion aimed at proving your worthiness to the country; you must be well studied in statecraft, politics and economy. One of the biggest points of election law is that during the campaign the candidates must not lie, if elected any promises made must be carried out, or the Executives office is null, and a re-election called.

General

Language

English is the only official language of Sayuria, although due to the influx of foreigners since it's creation, many languages are used across the country. There are currently large scale re-education programs for all citizens, in an attempt to make English the sole language (for none religious purposes) of Sayuria.

Climate

Sayuria has a temperate climate. Subject yo an extended winter from around August to May, though the winter is by no means harsh.

Religion

Sayuria is a secularly absolute country, anybody has the right to practice any religion within their own home; but specific religious values may not be the sole reason for legislation, nor may religion be used in any function of the state. It is permitted that citizens swear an oath of religious significance in court trials, however.

Health Care

Health care is totally free, and paid for by the State Health Service; the care offered is of high quality and anything that is part of your personal health is paid for. Private clinics do exist, but these clinics rarely offer more than the SHS, other than an increased level of privacy and security.

Education

Education is funded by the state up until the age of 22, through a Primary, Secondary, College, University system. Interestingly, although state paid education is available up to degree level, many people choose to take on apprenticeships, or go directly into work.
