Second Party Congress

The Second Party Congress met in Imladris on 23-34 Quellë (20-31 October). The two major points of the Second Congress were that Miklós Hedikai was unanimously elected Executor of the Marduuk Party for life and the creation of the Second Six-Year Plan. The frist Six Year Plan was completed two years ahead of schedule and therefore the Second Six year Plan was a list of economic goals that was designed to strengthen Tomania's economy between 1983 and 1989, making the nation both militarily and industrially self-sufficient. Launched by Hedikai in 1983 and administered by the Nórilmë (an abriviation for Nórë Ríntura Tolmëo, or in English the State Committee for Planning), the Second Six-Year Plan employed tactics such as keeping detailed records on every item manufactured in the Empire and shipping it to where it needed to go at the right time.

One of the primary objectives of the Second Six-Year Plan was to strengthen Tomania's all ready well developed heavy industry. In 1984, Hedikai edited the plan to include the creation of collective farming systems that stretched over thousands of acres of land and had hundreds of peasants working on them. The introduction of collective farms allowed peasants to use modern tractors to farm the land, unlike before when most had been too poor to own a modern tractor. Government owned Machine Tractor Stations were set up throughout the Empire and peasants were allowed to use these public tractors to farm the land, increasing the food output per peasant. Peasants were allowed to sell any surplus food from the land.

A seoncd primary objective of the Second Six-Year Plan was to build up Tomania's Armed-Forces. Between 1983 and 1986 the army and navy doubled in size and was granted three times the bugget it had before. In order to pay for military build up the Marduuk raised taxes from 42% to 62%, the Ministry of Propaganda began the "Taxtion for Might" program to show how the higher taxes is in fact, helping secure the Empire from afar, build up the industrial stregnth, and provide better living conditions in Tomania. The Taxation for Might program also allowed the public to see records of where the money was being spent, because of this program the people were content with the high taxation.
