Dr. Sergei Vyacheslav Telkijski is an Ariddian diplomat, sometimes referred to as the country's "itinerant ambassador".

Born abroad, he immigrated with his parents, younger brother and younger sister at the age of 11. He studied medicine at the University of Rêvane, and became politically active during his student years, although he only joined the Democratic Communist Party two years after the completion of his studies.

Expressing a keen interest in international affairs, he began to work for the Ariddian Red Star, a State-run humanitarian agency part of the International Red Cross Organisation. Active both as a doctor and as part of the organisation's administrational and diplomatic corps, Dr. Telkijski attracted the attention of the Secretariat for External Affairs.

Declining a permanent posting as part of a diplomatic delegation - mainly so as to be able to continue practising medicine in Rêvane and through the ARS - he nonetheless rose through the ranks of the diplomatic corps. Today, Dr. Telkijski is often assigned to represent Ariddia for brief, specific assignments in nations or international organisations which the PDSRA has no diplomatic relations with / is not a member of. He is also spokesman for the Ariddian Red Star, and occasionally represents his country at the United Nations.

Dr. Telkijski speaks with a notable East European accent, a remnant of his childhood days, and rather slow, careful pronunciation. He is seen as a rational, calm but sometimes arrogant man, with occasional bursts of condescending impatience.
