Seth serves as Emperor Number 13's right hand. Apparently being 100% human, Seth is one of only few humans Number 13 trusts. Seth handles most affairs of foreign policy and propaganda, as Number 13 is too unmature to fully understand such matters, merely basing his powers on his extensive psionic abilities. Still, Seth has never tried to take over the country and proclaim himself ruler, not from fear of Number 13's powers, but because he's very loyal to the Emperor. For some reaseon, he somehow feels responsible to care for Number 13. How Seth came into his position and relationship with the Emperor is unknown.
