Seydou Diawara is the nominal head of state of the Confederated Communes of Bashenk. He has no legal authority, and no function within Bashenké government. The role of President is a symbolic one, borne of the necessity to have someone to welcome foreign dignitaries, and to represent Bashenk at official ceremonies abroad.

Diawara was born in the commune of Awake, the second of three children, and studied at Ko University, also spending two years at the Third World Open University in Ariddia, a nation of islands in the Pacific Ocean.

Diawara works as a librarian in his home town, where he still lives, only moving to the capital, Mbasewe, when needed for official functions. There is a Presidential Palace in Mbasewe, but it is used only to welcome foreign dignitaries, and is left empty most of the time.

A man of average height, Diawara is part of the Bassè ethnic group, the largest in the country.
