Sir Phillip James Sinclair is the former Prime Minister of the United Kingdom of British Londinium.

Sinclair was born in the city of St Andrews, British Londinium; his mother was the city mayor, and his father was a renowned neurosurgeon working at the St Andrews Metropolitan Hospital. After attending the Londinian Oxford University and recieving graduate degrees in Political Science and Economics, Sinclair entered in the Secret Intelligence Service.

At 22, he successfully foiled a major terrorist plot to detonate a nuclear bomb at Sandringham Palace, resulting in his promotion to "00" status. In recognition of his service to British Londinium, he earned the rank of Commander in the Order of the Londinian Empire, which also conferred upon him the status of knighthood. At 27, he became Director of the Secret Intelligence Service, a job that he relished. However, with the election of the notorious James Swanner, who placed the Monarch under house arrest and dissolved Parliament, Sir Phillip decided to retire, and became a political and economic analyst for the Eurasian Broadcasting Group.

When Sir Phillip was 33, Whyatica, along with Clandonia Prime and The Silver Sky, invaded British Londinium, instating a provisional government, and allowing for elections once more. Sir Phillip ran on a socialist platform, creating the Londianian Democratic Socialists, and recieved 78% of the vote.

Sir Phillip is married to his wife, Elizabeth Sinclair, and has a son, Robert Sinclair. He speaks English, Eurasian, Hindi, Chinese and some Arabic. Politically, he was seen as a "perfect" choice by the Londinian Democratic Socialists, as he is a staunch supporter of libertarian concepts. He stated in his Party manifesto to "ensure that the national government does not interfere in the daily lives of the people...[and] to promote a fully functioning free market."

However, his fall from grace occured due to a number of blunders in the international arena.
