After the Greytide War that caused Solinae to become several separate states, it was decided that a leader would be put into place as opposed to a ruler, as agreed in the conditions of the truce. It was felt that a 'ruler' would be seen as keeping to the old ways where one person makes the decisions as opposed to conferring with selected delegates from each state and making a voted decision.

Prenate is the title given to the current elected official that is Solinae's voice to the public.
