The Honourable Spiro Bolkus, MP is the leader of the Constantinople Party (and has been since 1988 when it was still called the Constantinople League), and the Deputy Chancellor of Pantocratoria, leading the smaller of the two governing coalition parties. His department is the Ministry of Cultural Development, a once infamous institution used by Princess Irene to suppress the Greek language, impose dress regulations, ban "unpatriotic" music and books, and censor the press, which Bolkus has transformed (despite massive bureaucratic resistance) into a department which promotes Pantocratorian cultural and linguistic diversity, especially promoting the use of Greek, and encouraging a new found interest amongst academics, school children and the general population in Pantocratoria's pre-Western influence Pantobyzantine culture.
